A Citizen of Halloween Town is one of the many beings who inhabit the wider world of Halloween, beyond the gates of Amityville Academy. Up until now, Halloween's story has been told through the eyes of Amityville students only, but there are so many more creatures in Halloween beyond just those few!

Citizen characters can be created for free by those who already own an Amityville student/Hunter/Horseman of Y2 level or higher. Since Halloween Town is meant to be a 'sandbox' with lots of player freedom, we want to ensure that all players demonstrate an understanding of TiH and of Halloween in general.

Creating a Citizen


A Citizen can be any of the standard five Halloween races - Demon, Ghost, Undead, Reaper, or Monster. They can be related to Amityville characters (with player permission) as family, friends, enemies, employers, etc. or they can be entirely new! Citizens can be roleplayed within the Halloween Town guild and can earn various bonuses through RP, just like Amityville graduates.

You can make as many Citizens as you feel up to playing; however, there are several things we'd like you to keep in mind. The first is that there are no "claims" in TiH, so we'd appreciate it if Citizens weren't made simply to have a species or natural ability 'first'. Also, Citizens come with the default stats of a Y1 student, so you won't be able to create super-powerful overlords with personal armies.

When you create your Citizen character, be reasonable - while your Citizen may own a store or bank (see below), they do not automatically have the wealthiest bank in Halloween or something. These Citizens are the general populace of Halloween, ordinary creatures by Halloween standards. While you can certainly work your way into positions of power and influence, and a certain amount of such things can be written into your Citizen's backstory, your Citizen is absolutely not going to start out as the God-King of Halloween or something.

Additionally, your Citizen must follow the basic guidelines for Halloween characters - no hybrid characters (i.e. no half-monster half-demons) and no cosplays (like, you can have a vampire, but you can't have Dracula). Think of this as creating a quest, without the limitation of the character having to be school-age. You still must follow shop rules and work into the setting, so things like "family hunts down humans for sport," "was originally human and then turned into a monster by a demon," etc. are not appropriate for Citizens either.

What does a Citizen get once I create them?
Upon creation, all Citizens are assumed to have the following:
- STATS equivalent to a Y1 Amityville student (so 30 HP).
- ONE Natural Ability, appropriate to their species.
- ONE FEAR Ability, at the level of a Y1 Amityville student.
- ONE small house or other dwelling - 'home' threads are like Amityville/Hunter Dorm threads and serve to record your character's life.
- ONE small business, if desired.

Each of these aspects can be improved by spending RP points in exchange for upgrades. Basically, the more you RP and involve your character in the world, the more abilities, resources, and power they can potentially gain.


How can I make my own Citizen?
All Citizens must go through an approval process before being RPed, just as how Amityville students/Hunters/Horsemen must be approved before being officially enrolled. Again, in order to assure that all Citizens are being played by people familiar with our shop setting, we require that all players have an Amityville student, Hunter, or Horseman that has reached the second stage. Also, TiH does not provide artwork for Citizen-class characters.

Citizen Creation FAQ


Hey, wait! I'm new to the shop, don't have any characters, but I want to play!
Welcome! Please go HERE for information about our shop and how you can create a character quest. This particular section of the shop is geared towards existing players, but there is still lots you can do as a newbie in other places.


What would my Citizen know or not know about the TiH metaplot?
GMs can work with you on this, and there may be wriggle room with a damn good reason, but in general...
- Citizens do not know about the existence of Hunters.
- Citizens do know about the existence of the Horsemen, though they do not know the true story of the destruction of the Four Isles.
- Citizens do have very limited awareness of Insanity, but their knowledge of it is very inaccurate.
- Citizens do not know about Distortion.

Metaplot events that happened specifically to Amityville were contained within that space and did not happen to the rest of Halloween Town, unless it was specifically stated that the entire world of Halloween felt the effects of whatever happened. So, in general, Citizens should remain unaware of most metaplot things in Amity unless the GMs specifically say otherwise.


What kind of job or business can my Citizen have?
Pretty much anything, within reason - again, nothing overpowered will be approved. All professions must be viable to the setting. Note that there can and will be strong IC consequences for actions that, say, break the law of Halloween. For example, a business that involves killing humans will get a character arrested, but selling scavenged body parts is 'recycling'!

Can my Citizen have attended Amityville Academy in their past, or be a professor/other staff there?
Nope, sorry! Amityville is an exclusive and excellent school, and there are certain bonuses that come with attending (like learned abilities!) that are reserved for actual official students. For that reason, Citizens cannot have attended Amityville or have those bonuses.


Can I create a Citizen that is a Horseman or Hunter or Human?
Nope, sorry! They can be any of the five Halloween races, though.


Can my Citizen transfer to Amityville and become a student?
Yes, if they are of the appropriate age - but you have to get a slot for that character via contest, bribe, custom, auction, etc. When a Citizen transfers, they keep their current RP level, so a Level 2 Citizen would transfer in as a Year 2 Student.


Can I play my Citizen in any other guild (i.e. Amityville, Deus, etc.)?
There may be able to play in Amity or Deus during certain events. When this occurs, it will be clearly stated that Citizens are welcome to join.

These ablities are used in roleplay for fun, and are not important for battle. Shapeshifting, being able to phase through walls, and having the ability to talk to animals are good examples of natural abilities! Only one Natural Ability, please.)


[b]Personality:[/b] (Tell us about your character's personality! Don't write a novel, but let us know a little about them - their traits, character quirks, and so on!)


[b]Job/Business:[/b] (What does your character do? Do they own a business? Are they a baker, a seamstress? Something else?)


[b]Personal History:[/b] (Citizens may be adults and have had their own lives. Tell us a bit about your character's life up until this point.)


[b]FEAR Ability:[/b] (A character's FEAR ability is a special attack they can use in battle, similar to a limit break or other powerful and unique attack! Their power should be related to the character's species or personality somewhat. Note that Citizens have a Y1 FEAR ability.)
