Academy city is home to 2.3 million people, of which 80% are students. The students all study Esper abilities, and work on developing their own. Due to the confluence of many scientists the technology of Academy City is ten to twenty years ahead of other areas.


The Academy's City Power Curriculum Program is a large-scale program designed to advance a person's psychic or supernatural powers. The program is a series of tests, studies, lectures, medicines, body simulations and hypnosis used to unlock a person's powers. Most students are Level 0, normal people with no powers, but may have the potential to develop powers and are encouraged to participate in the program to help them train or acquire their powers artificially.

Every psychic has a rank that determines how powerful their powers are and how much they can control it. There are six levels, with level 0 being the lowest for no powers or having passive powers with no control over them. Those at level 1 have realized what their powers are and are learning how to control them, despite using a small amount of power. The users train to use their powers more under the Power Curriculum Program, and their level ranks can increase based on how much their control and use of their powers have progressed.

Academy City works hard to maintain the safety of all residents, with an active law enforcement system, Antiskill is the non-student body and Judgement the student side. At any time an individual is able to get the law enforcement support that he or she needs.

This roleplay is based on the anime/manga A Certain Scientific Railgun. To those who have read/watched the show it's before Level Up really became a problem. This is my first roleplay set up within the guild so if you have any comments/suggestions as to how I set it up I will happily take creative criticism.

Gabriel Matthew

Gabriel sighed, stretching, today had seemed to drag on way too long. He looked sullenly at the clock on the computer in front of him, ten more minutes and he'd be able to clock off and go home. His job at WcDonalds was mainly to help make sure everything held together, didn't mean that he enjoyed it all the time. "Hey Gabriel," came a cautious woman's voice from behind him, "We just had someone call in, can you possibly stay until nine tonight?" Gabriel turned around to see his manager, who look mildly harried. "I think so..." he responded, trying to get his brain to function enough so he could remember if he had anything that he needed to do. "Yeah, I think I---" He was cut off as his pocket began to blare what sounded like American Rock music. "One sec..." he pulled at the phone and looked at it. "Sorry, I've got a person I need to mentor this afternoon. " The manager looked at the sky, as if it was a person who was being consistently aggravating. "Well than I'll take your drawer and get you counted out."

"Home at last," Gabriel muttered as he unlocked his door and kicked off his shoes. The walk home had been without incident. He sloughed off his shirt and draped it over the back of a chair, and fell onto his bed. He knew Jayy would be there in about an hour and a half to work with him, and didn't want to be as dead when they started. He pulled out his phone and set an alarm to go off about ten minutes before she normally arrived. He set the phone on his nightstand, pulled his pillow under his head, and foregoing getting under the blankets started to relax into sleep.

Classes, classes, oh look more classes, and if that wasn't bad enough...tutoring and an assignment from Judgement. Jayy just couldn't win today. She sighed heavily and shook her head lightly. The more she seemed to wish she could skip classes, the more she remembered how much trouble she'd be in. After all if nothing else her partner would know she hadn't shown up to a class. Just the thought made Jayy hit her head on her desk.

Good new; this was her last class. So when the bell rang she slid her cell phone out of her pocket. Luckily it hadn't frozen in there. So she quickly began attempting to text her computer buddy. After making a few mistakes, erasing the entire thing, and starting over with a few mumbled cuss words. She finally had a legible message. A major accomplishment on her behalf. The only reason she had texting was for her partner Tetra. That girl was a computer and techno freak.


To: Tetris
From: Jayy
Message: Hey, I've got tutoring for an hour or two. Why don't you meet me there and then afterwards we can go straight to our assignment? I'll pay for the coffee...iced of course.


After including the address of her tutor in the message she sent it off and closed her phone. Getting her bag she checked the clock on her phone before putting it in her bag. She was going to be a little early. That was okay though. It just meant there was a chance she'd have to wake Gabriel up. A small smirk came to her lips at the thought of it and the air around her became noticably colder. She grabbed the water bottle that was on a belt around her hips and took a swig. She was always carrying it with her. Normally full.

Jayy got to the apartment and found the door to be locked. So she pulled out the key she'd been given. Unlocking the door she stuck her head it and looked around. The place was kept way too warm for comfort really. At least in her opinion. Squinting her eyes in the dim apartment she dropped her bag by the door and took off her shoes. Closing the door quietly behind her she sat outside waiting for Tetra. She figured she'd wake him up once her partner got there.

Tetra looked up from tinkering with a circuit board as the bell rung. She had apparently lost track of the time left in class. She glanced from the clock to her current project, sad that she had to leave in the middle of her work. The instructor gave her a sympathetic look as she returned the board to storage, picked up her back pack, and joined the flow of students. Sticking to the edges of the river of moving people she headed towards the train that would take her back towards Judgement HQ.

Suddenly, her back pack wiggled and a small animal with long ears poked its' head out of the main pocket. Tetra had built Moko to be her companion when she was lonely. He had just been a small robot until she had discovered her electrokinesis powers. That first jolt of electricity had brought the creation to life and over time it developed its own AI. She decided at that point she could afford to upgrade Moko with all the capabilities of a smart phone. She loved having a phone that no one else understood, and wouldn't dare messing with. "You have a message from Jayy! Do you want me to read it?" Moko chirped. Tetra just shook her head. Knowing Jayy, her fellow classmate had made several attempts to get to the draft she had sent. It was safer not to have Moko try to pronounce anything that happen to be misspelled.

Instead, Tetra just reached over and tapped the jewel in the center of her tiny companion's forehead. A screen was projected forward displaying the message. Ah, the infamous tutor Gabriel. Jayy complained constantly about the tutoring sessions, but she kept going back to them, so it must not be all that bad. The address was nearby, and if nothing else she could get her guidance counselor off her back for not being more "social". As if the world wasn't connected via the Internet and sites like Spacebook....

Tetra used the virtual screen to send a short reply saying she was on her way and headed towards the address. Moko burrowed back into the pack as she walked. When she got to the apartment, she saw Jayy standing outside so she made a small wave at her partner. "Hi, Jayy." she called with a bright smile, "Sorry if you were waiting too long..."

While she was waiting Jayy pulled out a small MP3 player and began listening to some of her favorite songs. Leaving one ear bud out just incase. Her foot tapped against the concrete as she listened carefully to the lyrics and closed her eyes. Jayy began humming along with it her breath making small clouds of condensation in the warm air. Her mind began wandering and she couldn’t keep her fingers from tapping on her knee along with the rhythm. “Oh Darling” by Plug In Stereo came on and she smiled brightly as she actually began singing quietly along with it.

In the middle of the song she heard the sweet voice of Tetra and opened her eyes. Waving back at the bubble gum girl she grinned lightly and shook her head. “Nah, that lazy b*****d is still asleep. So, it doesn’t really matter.” She shrugged lightly. By lazy b*****d she was referring to Gabriel of course. He really wasn’t that lazy, but Jayy liked to complain about him it seemed. She never really thought it made sense to take naps after you were older then seven. Unless you were seventy. Then again it wasn’t like Jayy slept that much anyway. She was normally running around like a chicken without a head for most hours. Either running errands for Judgment, studying for school, or working out and training. Plus she had her mentor now too.

Motioning for Tetra to follow her she opened the door for them and stepped in. No longer trying to be quiet. Gabriel slept like a log anyways. "Make yourself at home Tetris. I'll get him out of bed." Closing the door behind them she lead the way to the sitting area and then walked into Gabriel’s room. She stared at the sleeping man as his alarm started to go off. He didn’t stir much. So she placed a cold hand on his back. “Oy, sleepy head. Wake up.”

Warmth suddenly began spreading up her arm and she hissed lightly before pulling away. “Hey! I know you’re tired and like how cold my hand is, but that’s too much!” She growled and lightly kicked his foot. “My partner’s here so get up! Don't make me give you the cold shoulder.” She turned away from him grumbling and started back towards the sitting area. Taking a drink of her water as small crystals of ice formed in the air with her annoyance.

Tetra glanced around as Jayy led the way into the apartment. The decor was pretty standard issue, but it was a nice place and felt homey at least. She felt weird just walking into someone's home while they were sleeping. Theoretically, she knew Jayy had a key, so the cryokineticist must have free reign of the place.

With a sigh, she followed Jayy's suggestion of making herself at home and set down her bag. Moko immediately climbed out and followed Jayy into the bedroom which left Tetra looking for something to occupy her time while she waited. Her nervous glances fell upon the doorway to the modestly sized kitchen. It was late in the afternoon, so maybe she could make dinner to apologize for intruding.

The moment she walked into the kitchen the appliances chirped their electrical greetings. The toaster whined that one of its springs was loose. Tetra walked over and patted the poor little thing lightly and smiled. "Awwww, that's too bad. I'll ask Gabriel if he'll let me fix you while he tutors Jayy." Suddenly the other machines clambered for her to fix them too. Most of the complaints couldn't possibly be accurate, but Tetra smiled and promised she'd take a look if it was okay. Most machines she met were not so... well, talkative... but these belonged to someone with power. They were used to psychic energy being thrown around. Feeling more at home, she set to work making sandwiches for the three of them.

Meanwhile, Moko had followed Jayy in curiosity. He hopped up on the nightstand next to the phone singing its' alarm tune. As Jayy finally gave up on the sleeping form, Moko had a bright idea. "Moko will help!" The robot picked up the still ringing phone and held it closer to the sleeping humans ear. The balance what a little precarious which ended up making Moko fall straight onto Gabriel's head. Moko was lightweight, but he still jumped up and apologized. "AH! Moko is sorry! Are you alright?"

Gabriel Matthew

The first thing that one would notice when they entered Gabriel's apartment was the heat. The entire place was kept at a steady 23.5 degrees Celsius year round. The second thing that one would notice is that while it was not a slum apartment, it was not much above the "low income" category. Most of the furniture and appliances were secondhand. Along one wall was a green couch that looked like it might eat someone who tried to sit on it, with a card table and four chairs that leaned, folded up, against one wall. Four bookshelves were spread throughout the room, all full nearly to bursting with various books, awards, and various other items.

Gabriel had been waking up when he heard a voice call out "Oy, Sleepy head. Wake up." followed by familiarly cold object being placed on his back. She's here a part of him said, and reached out slightly to pull that chill presence closer. That part of him loved that cold being, both wanting to envelop it in his own heat, and wanting to pull it in and letting it permeate his entire being. “Hey! I know you’re tired and like how cold my hand is, but that’s too much!” Jayy said, with an attention getting impact to his foot. He grumbled, throwing his libido back in the box where it belonged, and continuing to grumble. He looked up to find a small white creature, who was holding his alarm blaring cell phone and apologizing. He got up, trying to wake up and put his thoughts in order. "Hey Jayy, when did you get a pet?" He grabbed a shirt from on top of his dresser and went out into the living room.

Gabriel, to the one who had never seen him before was a bit taller than 175 centimeters tall, and skinny. He was not muscular, but not without muscle, but the amount that he had was not the 'pretty boy' muscle that comes with weightlifting, but the slightly battered looking worker's muscle. He moved with a sense of knowing where things were, and the motion of someone who spent time in movement. He was currently dressed in black "dress" pants that probably were from work, and a robin's egg blue t-shirt in hand.

Gabriel was having problems waking up. Jayy was used to it. However when she got out the bedroom door she saw Tetra talking to the toaster. Jayy would never get used to it. The fact the girl could actually communicate with the appliances. When Jayy thought of her own apartment she could only think that Tetra would have a heart attack.

Jayy didn't even own a microwave. She had an old toaster oven and that was about it. Not even a blender or mixer. They were too loud, she didn't really like loud noises. To be honest they scared her most of the time. However she figured that no one would be coming near her apartment. There wasn't a reason. So she was safe.

Hearing Gabriel wake up finally she sighed heavily. He was a lazy work-a-holic. When he asked about the pet she turned around while standing next to Tetra. "Well if you LISTENED, you'd know it's not mine. I told you my partner is here." Noticing he was shirtless Jayy suddenly covered Tetra's eyes and growled lightly. "Hey moron put your shirt on! It's improper to look like that when there are two ladies in the room!" She grumbled.

Moko gently set down the phone and followed the strange human out of the room. "Moko is not a pet! Moko is Moko!" he chirped. Tetra never treated him like a pet, but more of a companion. Moko scurried past the human and into the kitchen and Tetra's electrical energy signature.

Tetra was just turning to where Jayy was... "steaming" when she saw Moko leaving the bedroom. She leaned down and let the robot run up her arm and back to her backpack. She let out a squeak as Jayy suddenly covered her eyes and her partner said something about Gabriel putting a shirt on. Her cheeks became the same shade of pink as her hair. Jayy's cool hands counter acted the blood rushing to her head.

Tetra stuttered out a mass of syllables that didn't really form a sentence. Here she was in the apartment of someone she didn't know in an embarrassing situation. In a desperate attempt to break the tension she turned back towards the kitchen and picked up the toaster. With her back still to the living room she raised her voice to call into the other room. "M-M-Mr. Mathew... Um.... Is it okay if I... Um... Take apart your toaster. I think one of the springs is loose.... and.... yeah..."

Tetra just lowered her head and waited to see if Gabriel would yell at her. She never had this problem on missions for Judgement. There she had a computer screen to separate her from any potential lack of social graces. Jayy tried her best, which Tetra really appreciated. When Tetra's shyness got the best of her, Jayy's strait forwardness let her retreat until she was sure the situation was back to being... well... more logical. If Gabriel didn't want her messing with his appliances then she would just find a handy corner and stay out of the way.

Gabriel pulled on the shirt, yawning widely. He than looked at his guest and raised an eyebrow. "One of the springs in the toaster is loose?" he asked, his voice already showing more signs of being awake. "It wouldn't surprise me in the least if that thing is not of the best quality, I got it for free, and I don't use it all that much," he shrugged "If you need any tools just let me know, and try not to bother Jayy too much while she's working with me," he finished. Blinking a few times he turned to Jayy, "How much have you been working on your focus?" he asked, his voice staying informal and at the same time gaining an edge of formality to it. Jayy puffed up a bit with pride"Every day, I'm sure I can do whatever you ask of me today, no problem." her voice was equal parts pride and challenge. Gabriel smiled, coming into the kitchen, pulled out a wooden bowel, and filled it with water. He stuck a finger and it was steaming within a few short breaths. He then set it down in front of Jayy "Freeze that entire bowlful solid."

Poor Tetra, she was such a little shy shoujo girl. There was no way around it. That's why Jayy had covered her eyes. Jayy liked Tetra, she was perhaps one of the only people that could deal with Jayy's attitude and not get offended. Well that and Jayy had a bit of a maternal protective streak over the girl. Even if she was a year older then here. There was just something about the socially awkward girl that made her want to take care of her. Anyone who messed with her was certain to get -the cold shoulder-.

Gabriel put on his shirt and then told Tetra that she basically had free range. After that he turned to Jayy. With his question she smirked and puffed up with a prideful smirk. Jayy was always training by herself. She was one of those people who were harder on themselves then others were on her. She just couldn't handle it. The thought that she couldn't control her powers bugged her a lot. Especially since it went off of her emotions....her worst fear was that she would hurt someone dear to her. Perhaps that was why she didn't keep in contact with her family.

She gave him a challenging answer and then stuck her tongue out at him playfully. Jayy was confident that she was improving, though in the back of her head she remembered the faucet in her kitchen that was still defrosting. It pulled a mental sigh out and she grumbled something under her breath.

Gabriel came back out with a bowl of steaming water. Jayy looked at it curiously and then chuckled. "That's it? Ha! No problem." She sat down and flexed her fingers. Rolling her shoulders she then licked her lips and shoved her hands straight into the hot water. There was a billow of steam and then she flinched grinding her teeth together. Suddenly she pulled her hands out and cussed. They were steaming and bright red, but within a few minutes they cooled off and looked fine. 'That should have worked!' She hissed in her mind.

Shaking her head Jayy pressed her lips into a thin line and began concentrating. This time putting her fingers on the edge of the bowl and focusing. She get a thin layer of ice, but it would melt almost instantly.

Tetra nodded when Gabriel said she could work on the toaster. She waved off his concerns about tools. Considering the amount of technology classes she is taking, she realized very quickly that she needed her own tools on hand at all times. She nodded in understanding when she heard that toaster wasn't used much. The toaster had almost said as much.

She found a corner of the living room where she could watch Jayy and work on the appliance at the same time. Opening her backpack she pulled a flat box out of the bottom of the bag. The box contained rows of tools, and Tetra picked one of the small screwdrivers. She quietly worked on disassembling the appliance.

She noticed Jayy seemed to be having a bit of trouble with the task Gabriel had set for her. Tetra wasn't much help. Her own power was more technological, and lightning is based on heat anyway. Moko was sitting happily with her silently handing her tools as she needed them. "What's its' name?" he piped up with his small hands on a piece of the shell of the toaster.

Tetra paused in her work and looked at the heating coil in her hand. She wasn't sure about naming someone's appliance arbitrarily. Not that she didn't give names to all her little robots and such, but she was again reminded that this belonged to someone else. Moko, however, seemed to have taken her silence to mean something different. "It's kinda like Moko's brother or something..." He lifted the shell piece enthusiastically. "Moko knows! Tetra should name it Tohko because it's a toaster, and toaster starts with "T"! " Tetra smiled and went back to working on the newly dubbed Tohko's inner mechanics.

"Relax," came Gabriel's voice, so soft that Jayy could barely hear it. You could barely tell that he was awake when he let his voice get like this. Jayy thought it was an interesting mix of dropping an octave or two and gaining a slightly husky undertone. All together it was a harmonic set that made it hard for her not to relax. "We both know you can do this. Getting frustrated makes your attention waver." he laid a hand on her back, and once again a warmth flowed from it, but this time it had a different feel to it. "Relax" he left his hand, and simply watched silently for a couple minutes, just watching. Something that Gabriel had learned in his life was how to zen out, to the point where a couple of empaths that he worked with for school sometimes thought he would fall asleep. He watched as Jayy continued to try to freeze the water, with limited results, a silent observer. It was when Jayy was truly starting to get frustrated that he got a grin on his face that, to whomever had been around siblings or had one of their own would know, said that he was about to pull something obnoxious. The following moment he took his hand, and with quickly ran two fingers down her back along the spine. The air in the room plummeted, to the point where the air directly around the two had water condensate and give everything a light coating of temperature induced 'rain'. Gabriel laughed, lifting his hand into Jayy's view, showing the decent film of ice that ran up to the wrist. "Now if you could only get this sort of result without me doing that" Jayy turned around and punched him in the arm, obviously irritated. Gabriel laughed, and one wouldn't be able to tell if he was laughing at her immediate reaction, or the blush that had come to her face as she had done so. "Look at the water, Jayy." he said to her, gesturing at the bowl. The water had gone from slightly lukewarm to frozen solid. He then reached past her and put his hand on the ice. "Now" he said, as the ice swiftly melted, "Do it again," the water became just under boiling again. "Without my help."

Moko and Tetra were busy fixing the toaster and talking to it. Jayy never understood, but she'd gotten used to it. After all when you lived in a place like this it was no doubt you'd run into things that you didn't understand. There was no way around it. You just had to accept it and go with the flow. There was no way to price everything and think that you know everything. This place was perfect for telling you that.

She suddenly heard the warm voice of her mentor. He was trying to calm her down. That low tone and every part of the word was enough to make her bite her lip and take a deep breath. She fussed in her mind a bit more and every time she failed her temper flared a bit. He put his hand on her back and she growled lightly as she felt the heat. Though it was probably closer to a purr. Her muscle tensed but then relaxed all at once. Jayy was sensitive to touch and didn't like being touched often. However the warmth was nice and it helped her begin to relax a tiny bit.

"Yeah..."
She mustered and then looked at the bowl again. Unaware of the evile smirk that she was getting from Gabriel. His fingers scaled down her spine and she squeaked. Her face heated up but everything around them cooled down. Mixing with the heat he was radiating it turned into a light rain. Jayy hissed and punched him annoyed. She shook her head and mumbled an unprintable curse at him. However as she looked at the water a bit of pride came over her. She knew she could do it.

Then the challenge of doing it without him -helping- her. Jayy growled and shook her head to clear her mind. "F-fine! I'll show you I can do this!" There was annoyance in her voice as well as wounded pride. She knew she could do this, there had to be a way. So she turned back to the bowl with a glare and puffed out her cheeks. "Tetra you make sure to watch! I'll impress you with how cool I am." So she took a deep breath and once again plummeted her hands into the boiling water.

Even when her eyes narrowed in slight pain she just gritted her teeth. The water began freezing from the bottom up. But then it would melt and only steam would remain. It was obvious she was using a good deal of power. Because suddenly what looked like a watch began beeping and a red warning sign appeared.
"Hydration level bellow fifty percent!" The watch spoke but Jayy didn't seem to notice it.

((I'mma gonna make this post pretty later. Right now I is very, tired.Theme Song))

Jackel wasn't exactly on the side of good and judgment. As it were. He was in fact a rebel and a pain in the a**. For good reason. He wasn't one to pay mind to the rules, and well people didn't talk about him if they knew what was good for them. After all he was well known, for being a trouble maker and even for the fact he'd killed someone years ago.

What people didn't know was the reason for all of this. Jackel had plenty of those. How had the person died? Well it wasn't really murder, it was acidental homicide. He hadn't meant to kill the doctor. You see when he was only in his second year of school he collapsed claiming it was almost impossible to breathe. He was in a panic gasping and coughing like crazy. The only thing saving him was the carbondyoxide in the air. But, still he wasn't getting enough oxygen.

When he got to the hospital they checked his oxygen levels and found them in the negatives. At first they put him on oxygen and nearly killed him. They found out about his lungs afterwards, just in the nick of time to save him. He had long since blacked out. Then he woke up in a labratory. That had been that, he was so scared that he acted on instinct, suddenly tearing off the mask that was over his lips and standing up. Only to breathe heavily on a doctor and seeing the reaction he freaked out. Pressing his lips to the doctors in a frantic attempt to be able to breathe again.

Currently he was sitting on a large dumpster with his legs crossed and a cup of coffee in his hand. It wasn't for him, he wasn't in the right place to be able to drink or eat. He had to wait. It was for a friend of his who would be stopping by. Then they'd head to Jackel's place so he could eat. His entire HQ was filled with carbondyoxide gas. So for once Taru would have to wear a mask while Jackel could breathe easily.
