Cut balsa wood into the proper shapes, paint it, and then attach it the same way normal fans are at the bottom, I guess. Maybe put spacers in between the pieces of wood to make sure it can pivot and close like it's supposed to?

You can probably get blank real fans of that type, and then get a razor blade or box cutter and carefully cut them into that shape and color them. You'd have to leave the ends attached some for it to work right, but it would be really close. You'd just have to be extremely careful opening and closing them depending on how much you leave attached between the sticks.
