That girl is not Euphie. It's that minor character that notably appears once: during Milly's heart-hat event during R2. Her name was Meeya I. Hillmick.

[like this] Hm. On the downside you crushed my very hopes of euphy being alive. But the good thing is that you cleared this whole confusion of mine. Which leads me to this question: Why was Meeya in the wedding? I mean she was a minor character who got screwed out of being lelouch's girlfriend. Why would they put her in the wedding?

She's right, it's Meeya. Plus, Euphy can't be alive. And if she was, it would cause quite an uproar at a wedding. And on top of that, she'd be with Suzaku, not Rivalz.
