Since they're selling it as a Sailor Saturn figure, it appears that it's simply slightly off colorwise to her fuku, not your character. I don't know where all you have posted your character or if you have any pictures of her besides the recolor in the first post, but I wouldn't worry about it. It truly seems to be a coincidence, which is common in anime fandoms where people create original characters meant to be related to and/or based off of cannon characters.
Now, if the person starts to sell such figures as "Maiden" instead of "Saturn," then I would suggest raising an issue.

It looks like the Myu Sailor Saturn. The eyes aren't red. So.. it can't be the same character-as Rae-chan says.

I hate to put it this way but that's the risk you take with recolors.
There's an abundance of SM fan art, and I appreciate your fan art along with all SM fan art, but let's face it! Recoloring an image to make an Otaku Senshi is, well, easy.
However, doing recolors is a good start. I would suggest sharpening your skills more and more and eventually draw your own characters from scratch, it's a long process to get it right but it's worth it in the end.
Your idea is original so perhaps you should keep the idea but revamp it into a more original character then just recoloring Sailor Saturn.
If you're not confident in your art capabilities for now, you're on the right website! Several artists will gladly draw a character for you if you describe them. However, they usually charge.
tektek.org allows you to design your own characters by using gaia items, it's a quick way to get your character across.
I've done Otaku Senshi for people before so if you would like my help, (fan art or avis) just ask~ heart

Yeah... I hate to be the bearer of bad news, but it's not possible to own a copyright to any Sailor Senshi ever. Sailor Senshi are the intellectual property of Naoko Takeuchi and Kodansha Ltd. You don't get to wholly claim your Sailor Senshi as your own-- neither the name, colors, concept, or anything-- because you are borrowing from her creations in the first place. Sailor Senshi aren't public domain. Anything you create about the non-senshi form of your character, however, IS your intellectual property, and you own her. So, since that person is not using "Maiden" (her name, personality, past, situations she's placed in, etc.), there's nothing for you to worry about. He's not capitalizing on your idea. It's highly likely he's never even heard of Maiden.
That's not to say you are breaking any copyright laws by creating your own fan character. Since you're merely using her for your personal use, you're fine. But there's not really much you can do about anything if someone else uses a very similar character, unless they are outright taking the physical characteristics and the original concept/ personality of your character.
Even Sailor Cronus is very similar to Sailor Saturn, as well. The colors are similar, and even the design of the uniform. If someone else made a "Sailor Cronus", even using the same colors and uniform design, not only would there be nothing wrong with it, but I wouldn't have a problem with it. If, however, someone copied out Kitti, her quest for shards of the Crystal Talisman, any of my original characters (such as Chyroptera), then not only are they infringing on my copyright, but they would seriously piss me off, seeing how I went through all the work to create them, and that person didn't.

There are several different SM toys/statues/figurines/plush/etc are are both legal and not legal. I would personally research the company and note not to buy from them if anything was wrong~ Especially since illegal products can contain lead paint and so forth, but at the same time the English license has expired for SM (or so I've heard). I'm no expert on copyrights myself, there are legal products out there if you're willing to put in the time and research to wheedle out the crooks.

I am too, it's something we have in common, but I was simply stating that recolors are abundant I've done my own share of recolors but because they're so easy to do they're also easily duplicated. Going one step further and drawing your own characters from scratch is more rewarding as an artist and is harder to duplicate if you rely on original ideas. This idea seems to be very original, but the character design isn't. Her creativity is there but it was sadly overshadowed by a duplication of her recolor. It can be discouraging but if you keep to it there will be a welcome pay off in the end ^-^ heart

Yes, its easy. But you cant do nothing on art wise since its just an edit on a copyrighted image. Fan art is another story since artwork will be copyrighted to you.
Like TS Sailor Cronus said, We can't copyright any of our fan senshi's since Sailor Moon is copyrighted to Naoko and its her idea to begin with. But if your character was not a Sailor Scout, then you can claim copyright.
AS for ligament items, there is tons of bootlegs, unauthorized Sailor Moon merchandise on Ebay. Mostly from places like China (not being racists here) since you can buy anything bootleg there from designer bags to bootlegged BJD dolls from popular companies.
If you are weary about an item, ask the person to take clear pics of the product, from top to bottom and all angles. Licensed Merchandise will have a copyright Naoko Takeuchit/Kondesha Toei + the company that made it. All merchandise items from Japan will have the Copyright stamped + Bandai's seal on the box or package.
Be weary on DVDS. Stars, Musicals and Live Actions were never licensed to North America, so anyone selling them with English subs is bootlegged.
