ok ive been working quite a bit at night and havent been able to catch up with white collar to much the last run i watched was when we saw kate and pete talking whats going on with all that?

badge that you get after 10 years in the force
and most people have it made into a ring. >w<
Peter managed to find Kate and asked her what
she wanted from Neal and what it was going to
take for her to leave Neil alone or something like that.

Alright, major spoilers below:
It turns out the guy in the picture was Fowler, not Peter. All agents who serve ten years in the FBI have that ring. Peter had contacted Kate to see what it would take for her to leave Neal alone, since Peter believed that Kate was just using Neal and he doesn't want her messing up this new life he has. Kate said it would take the music box. Fowler offers Neal a trade for the music box. If he steals it and gives it to him then he and Kate will get new identities and he can disappear legally using the front of being a deep cover agent for OPR. Neal agrees, steals the music box and hands it over to Fowler. But Peter finds out, gets the music box and tracks Neal down just as he is about to meet up with Kate at an airstrip. Kate's waiting in the plane and Peter stops Neal, trying to talk him out of leaving. He turns back to say something to Peter and there is an explosion and the plane Kate was in blows up. That's how season one ended.
Season two is about Neal trying to find out who killed Kate. And what's in the music box that was so important.

good thing peter stopped neal so thats why he was trying to get the FAA recording in a recent episode i watched where he had to be a hit man?

Yes, that tape had Kate's last words on it, so that's why Neal was trying to get to it. To see if it had any clues on it about what happened, and I think partly to try and prove Peter wrong with thinking Kate was against him. But the tape was more incriminating than anything.
