The thread is located in the GCD. I figured it was a bad idea from the beginning if people got to nominate themselves. I'm not sure exactly who does the choosing (admins/devs), but people nominate themselves.
I really think that a group of well-dressed people need to take turns nominating themselves each week or something.
But hey, at least Gaia is being fair. People are nominating themselves and they're not discriminating. I swear that they like to pick people who at least have a couple Premium Items on. But hey, maybe people only nominate themselves if they have a couple PIs equipped.

I think it's done mostly that way as a means to confirm willingness to be spotlighted.

Every couple of pages I see a fairly interesting one, but they never seem to actually pick "good" avatars. xD Every spotlight I've seen has a set on it seems, haha.
