This is sort of spawned off of Bulbasauur's thread about what moves Pokémon need desperately. But rather than existing moves, it includes other sorts of stuff, things like new move ideas, new item ideas, certain new combinations of stuff you think should exist, and stuff like that. I'll provide examples below.
New Items:
Voltage Light Ball-
This is basically a variant on the Light Ball that helps Pikachu, only this version helps Raichu as well. It is described as a Light Ball stabilized by an engineer to handle higher voltages. You'd probably get it by taking a Light Ball to a scientist in some specific place, probably some sort of power plant, and he'd work on upgrading it for you.
Surfboard-
While this item is equipped to Pikachu or Raichu, they can be taught HM Surf.
Balloons-
While this item is equipped to Pikachu or Raichu, they can be taught HM Fly.
Charger Brace-
While this item is equipped to Pikachu, it can learn Volt Tackle by level up.
New Moves:
Stiffen Spines -- Bug Type -- non-damaging cat. -- 5 PP
Causes foe to take 10 damage when using physical contact attacks against user. Using multiple times causes damage to stack, up to 30 damage.
Tough Move -- 2 hearts -- If a tough move is used next turn, user receives double. User does not add voltage for this move.

Recieving (Ukemi in Japanese I think...)- User takes half damage from Physical Contact attacks.

i like the item ideas XD i can kinda see them doing surfboard and balloons for pikachi since there are cards of it XD

I'd like to see an Ability that negates type weaknesses while afflicted with Ailments surprised Such as how Guts raises attack, Tangled Feet raises evasion when confused, or Levitate grants immunity to Ground type as a whole

New Move:
Thunder Armor -- Electric Type -- non-damaging -- 5 PP
Raises Attack and Speed for the duration of the battle.
Smart Move -- ♥♥ -- Enables the user to perform first in the next turn.
Pokemon that learn Thunder Armor:
Pikachu
Raichu
Jolteon
Electrode
Magneton
Electabuzz
Zapdos
Ampharos
Raikou
Manectric
Luxray
And plenty other electric-type Pokemon. xD
Mainly only fully evolved ones though.
That idea actually came from an episode where Ash used it in a battle against Tate & Liza during the Hoenn arc of the anime. I thought "hey that would be really cool if it were real". sweatdrop
