O.k. so i've recently heard some contravercy(damn i hope i spelled that right) about ash's dad. so, just who IS he?

NOT HO-OH.
This has been confirmed by the anime directors themselves; Ho-Oh is just a plot device used to motivate Ash to go to the next region.
That being said, no one knows who Ash's father is. It has yet to be revealed, or even hinted at. All we've got are crazy fan theories, like Giovanni or Professor Oak.
Also, there's an entire sub-forum with this very question as the subtitle. Could you not have put this in there?

In Leafgreen/FireRed, they hint at Giovanni Possibly being Silver's (or whatever the rival in GSC's name is) father, or at least, that Giovanni's son has red hair, Which obviously leads us away from Red/Ash/whatever you call him. Assuming Giovanni IS the father of Silver, I don't think it would be likely that they would have him be related to two main characters, both from different Generations.
