Yes, Carl the Elk has always been the owner of that shop. He's been the official shop owner since the shop was announced, actually.

I was told a million times of all the people in my way he's an elk or deer or moose that can't talk, and yet he can conduct business transactions to keep the place afloat. I got some spiffy pants there last week, and there isn't even a hole chewed in the crotch. How cool is that? how I had to keep on trying and get better ev'ry day
