-In A:TLA, how do you think ppl would know if you can bend when your born?

People have been speculating about that for a long time.
I assume that kids show a natural affinity, like Katara shows in the beginning of the show, despite 0 training.

Well, I was watching an ATLA episode with pop-up extras, and they said that all Air Nomads are benders, so that answers that.

Also, I believe you can tell a firebender by their eyes (amber, compared to gray or brown.) Zuko, Azula, Fire Lord Ozai; they all have amber eyes and can firebend. Ty Lee and Mai have brown and gray eyes, respectively (and yet they manage to kick butt without bending!) I can't recall what Jeong Jeong or Avatar Roku's eyes look like, so I may be proved wrong.

Unfortunately, this theory does not apply to all elements. Both Sokka and Katara have blue eyes, yet only Katara can waterbend. (Sorry, Sokka! Sokka: I told you the writers hate me!) And Earthbenders, same thing.
Other than that, they probably watch for any signs of bending (its not that difficult.) If a kid is moving water/earth on their own or shooting pyro blasts from their hands, they're probably a bender.

It may only apply to Firebenders. After all, in certain Asian countries as well as certain customs from South American culutres, they did give the color of a Child's eyes power. I.e. in a predominantly brown eyed tribe, a blue eyed child would be made the shaman. I guess the same could be applied here.

Ikey, I don't really know what you mean by energy. The only energy I can think of that is present in the ATLA world is chakra. (And of course, physical energy, etc.)

Chibi, your question prompted this:
Take Toph and Katara. In "The Firebending Masters", we learn that Toph got lost in a cave and met the badger-moles, who were the original Earthbenders. In this flashback, she appears very young, yet she seems to know how to bend fairly well. Perhaps because she uses Earthbending to see, she discovered her bending at an early age.

In the case of Katara, we have the flashback of when her mother was killed by the Fire Nation (in whatever episode that was...) Katara appears as a young girl; about 6 or 7, maybe. Yet, her tribe has already learned Katara is a waterbender. Heck, the Fire Nation knows!

So, bending has to be discovered as a young child, but we don't know where it comes from or how it is discovered. Perhaps it does have something to do with energy.

To say that they could bend quite well is a stretch...
Toph's bending was rudimentary at best. And Katara could only barely bend when in her mid teens by the start of the series.
