Chikorita. I don't know why, but it's almost impossible for me to select another Pokemon during the GSC gen. I didn't know it at the time when I first got Gold [and the bundle with three pins + official game guide that I could have looked through], but that made my journey initially a lot harder. XD
Torchic's a close second though. But the more screentime/popular a thing is, the less I like it. ._. Then again, I had no problem choosing her again for Emerald. [It also helped that I already had the other all three.]
Esp/Umb from Colo are third. Because then you didn't have to choose. xD

actually, truthfully, i like all the starters except for mudkip, piplup, chimchar, and bulbasaur. it's just i dont like their evolutions. for example, like totodile, treecko, and turtwig. i think they're all adorable! 3nodding 4laugh

Hmm... Well Eevee is technically a starter on XD gale of Darkness, so I'd have to go with that. XD
Though, if you mean hand-held games, then it'd have to be torchic. So cute, and then it becomes a beastly Blaziken. I hate Chimchar-carbon-copy-knockoff brands. I don't care if his stats are better, Torchic pwns in every other respect!
