Devastator is stronger.... But Superion has a flight ability.... They seem like they are equally matched. >.< Just depends who has the upper hand, I guess. If you dont mind me saying its kind of like the first rival battle in pokemon games where you both are the same level and know only two moves. Basically I'm saying its anyones game.
