Well, the first order of business is to look for tutorials. There are plenty in this guild - my own "The Tube Rat Method" and "Lucca's Hair Tutorial," Alexa_Kintari's "Lex's Hair Editing," Linnet's "Linnet's Hair Tutorial," and Raspberry-Tea's "Editing Eyes (2 Methods)" are all worth reading and trying. You'll need a decent graphical program, of course; MS Paint can be used for editing but making anything good with it is MUCH harder since with paint you literally have to make it one pixel at a time.
Anyway, the real thing about editing is that there's essentially no difference between it and simply drawing. If you're good with a pencil or a paintbrush or markers or anything like that, you'll be a better editor than someone who can't draw to save their life. There is no 'secret' to editing, it's all hard work and practice, and being able to identify problems in order to fix them - the same as drawing and painting.
