I don't know.
If you're referring to the better LEGEND, EG legendary/mythic pokemon over the generations of the pokemon games, I have always had a particularly special place in my heart for Mew, who I have always interpreted as a first life entity.

Better legend for what? Com.bat? Contests? Appearance? Personal preference? If it's the very latter, you really should rephrase your question to something like, "Which legendary Pokémon do you like the best?" or else I can foresee people getting butthurt when their chosen legendary wasn't voted as "the best".
