I also thought of why that may be so...
1. Deaf people cant talk on a cell phone while driving
2. There are much less of them than regular drivers, making the chance of one having an accident lower.

well they prolly have better seeing than reg pipz
so they can see and ambulence wayyy over there
and also
thr magical
they can predict the drivers next move
and then fly into the air until they find a safe spot
