To enter a Hidden village, you have to pass through the village gates. Guards will be watching, so if you look suspicious, they'll stop you. Some villages, like Konoha, have a special berrier around them that lets the higher ups know if there's an intruder entering the village, by sky, land, or ground.

well there is one way that people can get through without being noticed b/c when Itachi entered the village with Kisame for the first time the higher ups didnt even know about it

Yeah. In the manga, Pein talked about how Itachi and Kisame got in without being noticed..

but only because itachi was apart of the village once
pein had to use all his bodies to"confuse" them
