Garret has no family. Seriously. All he knew before Faction S was foster home after foster home. He never really stayed anywhere long enough to get attached before he was being punted off onto another family. The closest thing he's probably got to family would be Spike.

Garret lives at Faction S, in one of the rooms provided. It's rather bare as the boy doesn't seem to need or want much. In fact, you'd hardly be able to tell that someone lives in it...

Garret was born to a respectable family, one who could trace their bloodline back to kings and knights. The kind of old family who was proud and hid anything that happened that could disgrace them. Like Garret. When he was born, his mother wanted to keep him and raise him herself. But her husband's family, and especially his mother, were completely against it. They already weren't happy with their son's choice of spouse and this just proved that she had tainted blood. The doctor who'd delivered the child was given money to keep quiet.
It happened in the middle of the night. Garret's grandmother came in and took him from his crib that first night. She gave him to a family friend who could be trusted with keeping this a secret. The friend of the family then turned the infant over to child services, telling them that the kid had been left on his doorstep and that he couldn't take the child in. The assistance of some money aided the process and there were no further questions about Garret's origins.
Out of kindness, the family friend suggested Garret as a name for the child, which had been what the boy's mother had picked for him. And so it was entered. Garret was taken in by a foster home, where the parents raised him to a toddler. That was probably the happiest period of the boy's life. But then the foster parents had their own child and Garret grew jealous. He'd been the only one there until then. So he sneaked in one night and, though he claimed it was an accident and that he was sorry, the parents were not happy with waking up to their son's screams as he was poked with half a dozen quills.
So Garret moved onto another foster home. Now an unsteady toddler, he was thrust in with a group of other young children. They made fun of Garret's appearance and he was constantly getting into fights with them. He didn't even last a month there before being sent on to the next home. And so it continued on for several more years. Garret hardly stayed at one home for more than a month or two before he was shoved off to another. He grew sullen and quiet, quick to fight with others.
Child services didn't know what to do with the boy and were about to put him into a federal home for tough cases like his when Catspaw stepped in. They were more than happy to let the man take Garret off their hands. When Garret first arrived at Faction S, the mentor project wasn't exactly in effect yet, plus Garret scowled at even the idea of having parents. He'd had too many "parents" to even think of having another pair.
At first, Garret didn't allow himself to get attached, figuring he'd be out of here before too long just like he'd been in the past. But he didn't see very many children around and the lab techs and adults wouldn't even entertain his threats. So Garret began to calm down some and before too long he'd found himself attached to L. She was the one he saw the most and the one person who gained his complete trust.
Finally, his chimera was ready and that was his first and only true friend and family member. He trusted L, but she wasn't a friend and while she was close, she still wasn't exactly family. Close, but not the same. Garret and Spike formed a very close and complete bond. Though they worked well together, neither dealt well with others. So they were allowed to pretty much keep to themselves. With his natural abilities and his past experience, Garret was apprenticed to Dragonspine, giving him something to do in his spare time while allowing him to work some of his energy and anger out.
Though their personalities clash, Dragonspine and Razorquill continue to work together, honing Garret's abilities.

A case that Garret made himself to carry already pulled quills in. It has a strap to fasten it to his arm or leg.

Garret's quills are similar to that of a porcupine. They are modified hairs coated with thick plates of keratin and are embedded in the skin musculature of his back. The quills are as sharp as needles, detach very easily, and will remain embedded in an attacker.
Unlike needles, however, they have microscopic, backwards-facing barbs on the tip that catch on the skin making them difficult and painful to extract, though they must be removed. Quills are about 7-8 inches long, though can grow longer if left be for a while. They are very narrow, about the width of a needle. If a quill becomes lodged in the tissues of a would-be attacker, the barbs act to pull the quill further into the tissues with the normal muscle movements of the attacker, moving up to several millimeters in a day.
Quills are released by contact with them or they may drop out or be pulled out. They are not sprayed out. Garret tends to 'harvest' his quills and store them away for future use. Though not extremely deadly, the quills can help to slow down an enemy.
