These shops all have good reputations and their products are pretty great in terms of shoes. Ignore the actual clothing, though, for the eBay shops and Lolita Baby Angel--they're garbage.
Montreal shoes are a relatively low-cost way to get lolita shoes. TVA, Montreal and Secret Shop are all essentially replicas of the brand name shoes that cost upwards of 150 to 300 dollars. They're usually between 25 and 70 dollars, plus shipping. These shops sell the shoes in question:
Little Chili Lolita Shop [Ling Lam] - This store sells Montreal and TVA [I think?] replicas of major brands. They have replicas of Angelic Pretty, BtSSB, Yosuke and an-ten-na shoes. The price is probably the best you'll find for Montreal shoes unless you go to Hong Kong, since Ling gets them factory direct. This allows you to order custom colors; email her for more information on that.
REFUSE TO BE USUAL - Similar to Ling Lam, they sell Montreal, TVA and Mar Jour shoes. They're a bit pricier than Ling Lam is, but have a slightly different selection of shoes.
Funky Little Shop - Similar to the other two, but also fairly cheap like Ling. She has a wider variety of shoes, as well.
QCute Lolita World - This store isn't so much a store as a shopping service that sells shoes. QCute orders Secret Shop shoes, which are more or less the same as Angelic Pretty and an-ten-na shoes--they're made in the same factory, just with a different sole label. For the price, these shoes are absolutely amazing!
Lolita Baby Angel - This store also sells Secret Shop shoes, including several pairs that are notoriously difficult to get ahold of. They're slightly less expensive than QCute, but the shipping is more costly, so things even out in the end.
For sizing, look at the measurements given in centimeters. The numbers [like 24.5] are the length of the insole in centimeters. Compare this to your own foot to determine size--it's the most accurate way I've found to buy shoes online, to be honest.
Hope that helped you out. (:

I found a new seller who has Secret Shop shoes for a bit cheaper than the other places I listed! A friend just ordered from her and had a great experience, so I'm doing the same. I'll put up notes and information about the transaction once it has gone through. She sells a wide variety of items. In order to buy anything, you send her a message over eBay; you provide a link to the shoes you're interested in from her gallery, the size you need and the color you want, and she then informs you as to whether or not she has them in stock.
70 dollars with shipping is pretty great, really, considering that these shoes are worth anywhere from 150 to 200 dollars when they're sold as an-ten-na or Angelic Pretty shoes [the shoes are identical aside from the sole labels; they're made in the same factories]. (:
Another seller that has been around a while, but is offering new services:
Nana-jun - She sells Secret Shop shoes similar to the way that QCute does. Her prices are comparable, if not slightly cheaper, and she offers reservation services for new releases in the same manner. Her reviews have so far all been positive ones.

Well, there is a store in my mall that is called "Toxic" It's not lolita at all, but it has shoes I think (and apparently G&LB) are lolita. They are also very affordable. Here's a link to their site.
www.tukshoes.com
I've tried their shoes on, (although I never seem to have money when I go there ;__; ) and they are very comfortable, and are very light (if they're the platforms and such.)
Some of their flats are adorable, too~ heart

T.U.K. if i remember right started as a fetish and goth label? They've expanded, however, and a lot of their shoes are great for lolita! They have some boots I'm dying for; there are bows. And "lace" edges. And buttons.
I have a pair of basic knee-high boots from them that I wear with classical and gothic outfits. They're pretty great.
