This is the main gate to the vizard realm and gensei. There are several over the span of seireitei. They are now designed to only be openable by a specific kidou spell that the new captain of 5th squad developed. It therefore prevents normal enemies from entering.

Kusari entered Soul society once more, with a few new scars and a sack of yellow apples. He had gone on one of his trips again. Nobody really knew where he went, but he always returned with a bag of food and a few extra scars before heading to the academy to check on the new youth.
As tired as he was he needed to check in and find the commander first.
