Uh, actually, there's a move deleter in... Lilycove City. He'll make em forget the HMs.
Someone in the town next to the field of soot will TEACH moves for a Heart Scale.

Wikipedia Hidden Machines A Hidden Machine (ひでんマシン, Hiden Mashin?) (HM) is similar to a TM, teaching moves to Pokémon, except that it may be used multiple times. HM moves taught to a Pokémon are permanent, unless erased by the Move Deleter in games starting from Gold and Silver.

TtheHero is right, you CAN indeed forget HMs. And the town he's talking about where you can re-learn moves is Fallarbor Town. You will need a heart scale, though.
Does anyone know a way to get a heart scale in that game other than catching Luvdiscs? That's what I do.

The move deleter makes Pokemon forget moves for free. The move tutor will teach your Pokemon a technique that it knew once before for a heart scale. Have fun with that.

I was able to do it in Sapphire so I'm pretty sure that you can in Ruby. 3nodding

Does anyone know a way to get a heart scale in that game other than catching Luvdiscs? That's what I do. Teach a pokémon covet/thief, and use it on wild Luvdiscs. It'll steal the heart scale (if you got lucky and the Luvdisc was holding one to begin with), and you can just run afterwards. I seem to recall finding one or two hidden on paths, but I wouldn't be able to give specifics off the top of my head.

You can also get heart scales by digging in the mines with the explorer's kit.
