Fine, he didn't actually win. Apparently, the guy who runs it suspended it until further notice (forever), so it's inevitable that Hosaka won. With Kamina and Simon gone, what contest? Nagasumi is probably the only potential candidate that can beat Hosaka, and even then he's not so much a threat as he lacked manliness for the first 20 or so episodes.

Heh. Told ya this s**t was ******** rigged, mate. It's the only reason why Simon and Kamina lost. There was a bunch of political haters. xp
