I haven't been keeping up with it but is the reason that Chapter 14 isn't being released because of the writer's strike?

The writer's strike has nothing to do with it. They completed making all the episodes long before the writer's strike ever took place.
I'm not sure why they're taking so long.

Moonshine Warrior Does anybody know when it will be released? Because i'm starting to get anxious. I'm missing Zuzu sweatdrop No. I keep hearing, "It'll be out this Friday," but so far it always seems to be the next Friday.

I really hope it gets released this Friday. I would weep openly with glee.
Okay, maybe not WEEP, but definitely jump up and down and scream with giddy, fangirlish glee.
And then ignore everyone for half an hour, staring fixatedly at the screen while clutching my penguin plushie tightly.
Oh GOD I wish that I was making that up.
It's kind of funny: one of my Avatard friends has her locker above mine (my school uses half lockers) and we share the same first class every other day (homeroom, technically, but it isn't the traditional American system...), and every Monday after the formalities (Hey, how are you, how was your weekend), one of us inevitably says, "No new episode." The other bangs on the locker/desk (depending on if we're in class) and says, "I KNOW! Goddamnit!" xD Today it launched a discussion of the pros and cons of Tokka. (Sokka's Master showed instead, y'see. ^^) Meanwhile, our other friends just stand and stare...

ROTC is a high school program for military training.
I am in the CAP (Civil Air Patrol) which is a much better program in the sense that it is the auxiliary of the Air Force, which is to say that it actually has ties to the military. The CAP has been involved in every search and rescue mission since the 1940's.
