Because everyone comes up with the same kind of avatar we see all year and calls it a costume! "Oh it's not just a purple and black avatar, it's a super robot evil queen from the planet of monkey lovers!" Giving your avatar some lame description does not make it a Halloween avatar.
Every Halloween there are those few avatars that really suprise me in cosplaying or making an interesting take on a nurse, cowboy, or some other concept. Hell, I'll even love to see a decent orange/black avatar or evil avatar over something that is obiviously your everyday avatar with a title.

I Made an awesome witch one last year, you would be proud. I'll probably wear it again this halloween because I don't see myself coming up with anything else using bright pink hair. lol Plus I tend to only use my halloween items around halloween, but thats a rarity.
