It’s the Bumper from the Nintendo 64 version of Super Smash Bros.! From what I can see you pick up the item and throw it and if you touch it well...that's kind of obvious.

Yeah, the Flipper was kind of stupid. I don't care about the spinning animation if it just looked bad. The bumper is simple and effective. Nothing fancy about it, though it is still pretty elegant. It's nice. I'm glad they brought it back.
