Even though he has one older sister who helps him care for his two younger ones, most responsibilities fall on him, and because of this he has developed the coldest and most mature attitude of the four children over the years.
His parents, delighted by his capability to take things seriously, felt they were doing the right things in raising him. However, as the boy spent most of his time watching his sisters, he hardly had any time to be social with peers which was very important in business matters. If Roka was to inherit the family business, he would have to be more outgoing. It paid to have a high charisma and popularity in the social ladder.
While their son was a handsome enough boy, he was not skilled in making friends or good communication. In order to be successful, he had to be well-liked, and to guide him along this path, they sent him to Ouran High School, where they were certain he would be able to get close with the right people and possibly learn how to be more gregarious.
Personality: Roka is pretty much a passive, distant boy who prefers listening to his music than to the chatter of his fellow classmates. Though quite intelligent, he doesn't have too much of a personal ambition to take over his father's company; but as the only son of the Toshiro family, he is constantly weighed down by the pressure of his relations.
To escape this, he does what any ordinary teenager would do and takes out his headphones to start listening to his music - never mind if it's considered an ordinary commoner's habit. Sometimes he wishes he were a commoner, though so much as hinting such a dreadful thought upsets his over-bearing mother. Her main argument against him is that he was born the only son of a rich family and that if he isn't grateful enough to accept the responsibility as heir to his father's position, then he doesn't deserve to be part of their family. Of course she could never understand how much her son would have liked not to be.
Though he pretends to be indifferent to others, Roka is actually pretty observant when he wants to be. Commoners, rare though they are in his society and everyday life, fascinate him immensely. If such an occasion were to occur, he decided that he would drop everything, even his headphones, to listen to what the commoner had to say about their normal life. After all, isn't it important to understand what commoners think if the upper class businesses depend on their customers' likes and dislikes? If he hadn't had so much pressure weighing down on his shoulders, Roka would be the type of boy who would probably enjoy running his father's business and perhaps even be successful with it. The more his parents try to push him to show what he can do, however, the more he seems to want to rebel. His grades are just barely A's and B's, but they know he can do better.

Reason/Idea for Foundation:
Toshiro Roka wasn't very into music as a child until his older sister gave him headphones for the first time. Being mute, she can only communicate through sign language, writing, and music; music being her favorite method with her younger brother.
It was in this way Roka learned to understand his sister. When she was upset and needed his comfort, she would play a sad song for him to listen to. Other times, to express her joy, she would play happy, merry tunes. It didn't matter if it was commoner music, popular music, or any other kind - she loved them all.
Soon, not only was Roka familiar with his sister's intentions and feelings, but also with a variety of music. His parents, being in the music business, decided this was a good way to start their son off as the heir to Toshiro Music Industries, and they encouraged this passion of music he and his sister shared.
It is this passion he would like to share with the students of Ouran High School through this club. He would like to create it as a tribute to his sister, who first taught him to see music in a new way and love it; whther it was for commoners or not.
Though she currently attends Lobelia according to her parent's wishes, Roka wants his older sister to know he is ever grateful for all she teaches him and hopes others will learn the meaning of communicating and expressing themselves through music, just as commoners already have seemed to learn to do.
Thus - The Music Club. (hopefully to come up with a more interesting name)

The admistration has reviewed the Music Club proposal and would like to point out some flaws.
Most of the students in Ouran High School come from wealthy and influential familied. Therefore they can get CDs, MP3s and Players you intend to sell quite easily. Moreover, not many would be interested in getting second hand products when they can get new ones by themselves. Same goes for the soundtracks. What makes you think that the customers will buy from you? Remember, the point of a club is to manage it, earn money and get profits. How will you get profits if you are unable to sell the products?
Some families may be against students creating and recording soundtracks, plus, most families insist on their children learning classical music and instruments such as the piano and the flute. Perhaps you could limit it to classical, not rock music and such. The school would not be happy in getting complaints from parents if their children turn out to aspiring rock musicians. Most of the children, may we point out, are groomed to take over their family buisness. The school would not like to be blamed for the downfall of influential buisnesses.
Please review what we have said and reply us with a edited proposal.
(xD I hope I'm not too harsh, I'm just putting myself in the admin's shoes. o3o They wouldn't like an angry parent to storm right up to them, would they? xDD)

Flaws with Club Proposition according to Administration/School Board: - CDs, MP3s and Players are easily obtainable otherwise - Second-hand products would not be tolerated so trading isn't a good idea - Soundtracks may not sell. - Rock music would not be so popular with parents.
How Club President (Roka) intends to Change/Support his ideas: - The music players THIS club intends to offer aren't like any others. There will be special editions available and with some far better quality than the ones normally sold mass production on the commoner's market. You may even get them customized! You have to be REALLY close to someone in the Toshiro family to get these sort of goods otherwise. (example...? Mitsuko's B-day present? Not yet revealed) Also, there may only be a limited amount, because many designs offered may only be prototypes! Therefore, students at Ouran may flaunt their wealth and fashion in style as being the first to own whatever the latest in music technology has to offer. - Very well, so trading may not be such a good idea. I was considering the prospect of trading device styles/designs, though I suppose that wouldn't work very well, because, as you mentioned, they probably wouldn't stand for second hand posessions. So trading is out. - Of course they will sell! Our students here at Ouran are very talented in singing and playing, and I'm certain once we get enough people to sign up, this will be a very popular option. For example, it would be useful as a soundtrack for the new musical our school has planned. As naturally the Music Club will play a big role in the production of the Musical, we are confident we will produce a soundtrack worthy enough to sell to students. Also, who doesn't enjoy listening to their own voice? If that's the case, our talented musicians may play accompaniments for interested singers who wish to create their own soundtrack. They can then buy their CD and even decide if they would like to offer it up to be available for sales towards the rest of the school. - Perhaps not...but parents had problems with Ouran too, didn't they? And yet they managed as a club to perservere. I, Roka, will certainly not dwell on Rock music as a main type for our club, but I do believe it deserves to have some mention within our activities. Classical music has been the traditional choice for previous Ouran Music Clubs but isn't it about time we had some variety? After all, isn't part of our goal to educate customers on all varieties of music? With all due respect, this isn't Classical Music Club; it's simply Music Club, and I am of the opinion that all music matters in shaping our society. I will simply explain the impact it has on society: both negative and positive. It is up to the customers themselves to form their opinion, but as long as we remain neutral on the matter, how can we be blamed?
Even so, as Club President, I promise to be fully held responsible for any problems occuring on this matter. I'm very near certain my family is of the same idea and would be willing to back me up. As a Class A member, I hope this will be enough to put the Administration's worries to rest. However, in the event that it does not, I will step down as Club President. I cannot help others learn what I desperately wish to share with them if I am not allowed to share all of it. It wouldn't be the same. I certainly hope the School Board members can be more open to the modern ideas of music instead of remaining with the past. Ouran is a school of the future leaders of our society. It just would not due to honor only one type of music. Times are changing, and we are a modern community with touch-screens and high-tech systems in our everyday school lives. Isn't it about time we modernized our aspect on music as well? If we broaden our vision of music as a whole, I am confident it would benefit us all, especially those with future careers in the music industry.

After a discussion by the school adminstration, we have decided to allow the use of modern music. The adminstrations does understand that the students must keep up with times and have an education on ALL varities of music. We were merely considering the welfare of our students and their families, plus the companies they may have to take over in the future
However, we hope that the music club will allow the adminstration to step in to make sure. Before the students set up a band and record soundtracks, they have to be reviewed by the adminstration. This should be fair right?

Music Club President
At the esteemed Music Club, we hope to embrace Ouran's traditional concept of classical music as well as adapt to familiarize ourselves with the many other variations music types take. It is our aspiration that to better understand music as a whole and recognize it as an important part of any culture. Thus, it is our pleasure to introduce a line of uniforms we hope will exemplify and embody our goal and purpose. That is why our club uniforms this year will portray a mix of the traditional musicians' attire with a fun, modern twist.
General Notes: Formal Events - (include, but are not limited to: ) concerts, recitals, dress rehearsals, and parent meetings Informal Events - (include, but are not limited to: ) regular club meetings (we would like to keep these as casual as possible to maintain a friendly environment as commoners suggest casualty will do), dances, parties, and general festivities (F) - signifying an article of clothing as required for formal events (Op) - signifying an article of clothing as optional (F/Op) - signifying an article of clothing as optional except for formal events No Letter - signifying an article of clothing that is to be worn during all Music Club gatherings (*) - custom color of choice (**) - darker shade of custom color No Asterisks - no color; black (♪) - an article of clothing mentioned will be music note-themed (♫) - an article of clothing mentioned will be patterned with a gradient rainbow music staff with notes on black background No Music Notes - normal or plain with no patterning
Each member of the Music Club may select a color of their own. This will be the main color for their uniform - the color of the dress shirts for the male members or the formal dresses for the female members. Along with the color of choice selected to identify with each club member, a pattern of a gradient rainbow music staff with notes will accent all uniforms to unify all the colors of the members. In this way we hope we can express individuality as various types of music do while at the same time displaying our similarities that bring us together in the way of life that is music.
Sample Uniforms of Various Colors: (Please take note that these are just a mere few colors and that main uniform colors may be of any and every variety. One per member; there may be a male and female version of each color.) ~ Green Version ~ Yellow Version ~ Purple Version ~ Red Version
Male Members: - (*♪) The males' dress shirts will be buttoned and collared with 3/4 sleeves ending with cuffs at their elbows. The black buttons down the front will be fashioned after flagged music notes. - (F/Op**♪) A music staff-patterned tie may be required for formal events. - (**) For bottom male wear, a long pair of dress pants will be necessary. - A pair of black dress shoes - dancing shoes preferably for dance parties - will be the uniform footwear for our young men. - (♫) Over the main clothing to match the shoes, a black tailcoat with sleeves ending at the elbows will be the standard, so that one may look casual with the cuffs of their dress shirt showing while still pulling off a classy appearance. The black tailcoat will be patterned with a gradient rainbow music staff with notes. It need not be buttoned, but may as an option for formal events listed above.
Female Members: - (* **♪♫) A sleeveless, spaghetti-strap dress that is cut diagonally at the bottom more or less at the knee. A sheer black piece of fabric with the gradient rainbow staff hemming will be stitched as part of the dress, but will be of the illusion that it is tied at the waist with a bow. The edge of that will be cut diagonally opposite the main dress cloth. The sheer black will eclipse the main dress color and darken the dress at the overlapping area. - (F♫) A sheer black shawl patterned with the same gradient rainbow staff that hems the dress. - (F/Op**♪) A simple, light sweater with 3/4 sleeves similar to the length of the males' coats'. The black buttons down the front will be fashioned after flagged music notes, similar to the males' shirts. - (F/Op♪) For footwear, the ladies may don a pair of elegantly designed high-heels dominantly decorated by music staffs, clefs, and notes. - (Op♪) Regarding jewelry, ladies have the option of music note or clef-shaped earrings if they so desire. - (F/Op♫) On formal occasions when hair must be put up, a hair bow of the same sheer fabric of the shawl and dress accents the uniform perfectly.
