I have problems with writing and re-writing... I usually just start completely over... there's this story/novel/thing I've been playing around with since last year, and it's nothing at all like it was when I first started, because I've stopped and completely started over so many times.
What I'm trying to say is, I bail on things like this all the time. Though I do feel like my writing is improving, I'm not exactly getting anywhere with it. So, like you said, if you're looking for something short term and want to finish it "this decade", I would just keep revising what you have instead of completely starting over.

The Unholy Shadow Jerba koolkitty752 Jerb, I say that you don't need so many quotes, it doesn't flow well to me. Character development is best when shown indirectly rather than "So and so thinks THIS and says THIS". Situational actions and subtle nuances are what bring out character, at least to me. It's about the way they react as relative to their fellow characters, if that made sense at all. And use details when you feel they need to be there, otherwise leave it to the reader to infer things and interpret them as they will. I'm not asking for writing tips! gonk I have learned all there is to know about plot and character development and clear writing and I just need to know whether I should continue or bail! 
I'm fairly certain if you knew everything about clear writing, I think you could answer yourself?

How about I begin by rewriting chapter by chapter as I try to further the plot with new ideas. Like, writing notes down about the future chapters.

I'd gotten eleven chapter in when I decided I did not like how I'd begun, so I scrapped it all and started over from one... now I'm on five and I think it's going well, but who know what could happen... I've been working on the same story for four or five years and it's gone through three or four revisions (mind you though, I don't write as much as I should write)... I'm very picky but determined to keep going.
I think you should read a couple of ideas and decide whether you really like the way you wrote it... I've read that 1st person is very hard to pull off, and if your not comfortable in the way your telling your story, you should re-write it... re-writing can be daunting but if you love the story/characters/world I think you can pull it off.
Keep points of the story you like and think about the stuff that can be better or different. Good luck wink
