I think that what she is saying is that the user or of the spiritual water needs a connection with a spirt or whatever for it to actually have any real effect. Maybe just one of th epeople needs to have a connection, like with Aang Katara was maybe able to bring him "back" because he had his spirit world connections.

I hope that made some sense...

I heard in an episode that Katara could sure it with spirit water of the oasis of the north pole......do you think Zuko could actually be free from his scar ?

depends on if your talking about his physical scar or the mental scars hes receive over his long journey trying to find himself. he will probably never forget how or why he got the scar in the first place so even if it was gone it would probably still remain heavily on his heart.

I don't think it would cure his scar... and anyway if she would have used the spirit water on Zuko, Aang would be dead.
