Technically Jenny or Human Dalek Sec (even tho he was kind of in for more than one episode, but only just). I really hope at least one of them comes back. More likely Jenny but I hope Sec is resurected somehow crying

Oh, yes. Shakespeare was godly. As was Mr. Diagoras in his pre-Sec days. And he certanly qualifies as a one-shot character :/
And lovely Henry van Statten, for that matter. Gotta love those megalomaniacs =D

Lucius Petrus Dextrus from The Fires of Pompeii. One arm, stuck in place for nearly every scene. Still manages to outact the pineapples of damn near everyone else on set.
