I think Caruthers was doing secret work by the Warp Gate for whichever Section 07 is in charge of, so secret that nobody knows what he was doing. Then he accidentally neuralized himself.

In any case, I think more agents should hang about the Old Aqueduct, reminding people who the REAL GiB are. D<

I did that for a while...stood close to Caruthers and started interrogating anyone who stopped to talk to him. It was fun. mrgreen
