Listening attentively to his words, Itsuki found herself smiling at his words. 'Kids these days, so nonassertive...but then again, his words are of a thoughtful gesture. One that I really appriciate.' At his last comment, Itsuki found her interest piped and wondered if he was one of the many decendends of their bloodline that had scatter across the nation over 70 years ago. Not one to be afraid of voicing her questions, Itsuki simply opened her mouth and spoke in a carefree tone of voice. "Don't worry about it kid, I find no trouble in teaching the young shinobi of my village the ways of ninjutsu and as a Kage its my duty to devote myself to the village. Speaking of bloodlines though, you wouldn't happen to be apart of the Pin Point bloodline would you?"

Listening intently to Elise's words, the clone detected nothing but heartfelt words from her and was almost 100% certain that this wasn't a trick. Having just came into the seat of power, Itsuki's main goal was to strengthen Konoha and when it came to allies, Itsuki was very cautious about the idea. To her, it was like walking on water or playing with fire, at anytime something could happena nd she could sink under or get burned.
Still, Itsuki saw no fault in her words and everything she said made sense to her. Forming a pact with a prosperous village such as Otogakure would prove to be most beneficial, not only for them as Shinobi but also for the economy of Konoha. This would help create more job opportunities for them and it wouldn't hurt to insure themselves of a neutral territory within the 5 great nations.
Releasing a small smile, Itsuki spoke in a gentle, yet diplomatic tone to Elise"I appricate your offer Konaga-dono and yes, I must agree that there truely is alot of potentical in what you offer. But to have been informing of this so suddenly, I will need some time to ponder over this decision." Looking past Elise for a moment, the clone spotted her original arrive and her smile grew even more. "This has truely been a pleasure talking to you but I believe it would be best if I leave you in the hands of our real Hokage. Afterall, she will be the one signing the offical papers, not me. Oh, and thanks for earlier. Some kids just can't be contained." Standing up, the clone walked the short distance to meet up with her original before guiding her to the seat she had previously occupied. Whispering out a quick summery of Elise's business here in Konoha, the clone waited till the real Itsuki sat before heading back out to assist with training the Academy students.

Upon entering the training grounds, Isuki immediately felt the presense of more than 6 shinobi, one of which was overpowering the rest. Turning her head in the general direction of the source, Itsuki spotted one of her clones sitting on a rock and speaking to a young lady with long flowing black hair, dressed in slightly formal clothing. 'A diplomat of sorts?' Deciding to head there first while her clones continued to train the students, Isuki was suddenly met halfway by her clone who began directing her to the rock.
Nodding her head in understanding at her summery, Itsuki got the just of it and knew that this was indeed a proposition of great importance. Flashing Elise a warm smile in greeting, Itsuki took a seat with one leg over the other and both hands ontop of her knee. "Konaga Elise-dono? Its a pleasure to meet you. Sorry I wasn't able to greet you personnally earlier, I was caught up in a meeting with another shinobi representive of sorts from another village." Raising her right hand, Itsuki extended it out for a handshake. "Tsubame Itsuki, newly appointed Hokage of Konoha and it's an honor to have the chance to meet the highly reguarded diplomat of Otogakure."

 Oniwa Kye| Satetsu | Speed/Combo | Otogakure | Kage ||| Shinobi Profession: Taijutsu Specialist || RPC Profile || {{I'm going to go ahead and assume you said "Konaga Elise" rather then "Oniwa Kye"... but you can correct me if I'm wrong.}}Keeping perfectly quiet as the Hokage's clone spoke, Kye took great care to keep eye contact as she spoke and nod where appropriate, using her finely tuned diplomatic skills to show honor and respect. As the woman spoke, Kye began to get a feeling of trepidation in her voice and mannerisms. there was interest, but also caution as she later affirmed by saying she would need time to ponder it. "Well, that's certainly to be---" Kye's following remark was cut short as the clone suddenly looked behind Kye, spotting the real Hokage, as Kye turned around to watch the woman coming.
Of course, the woman looked the same, but this one was apparently the actual Hokage and not a clone... not that Kye would have been able to tell by any other means. Standing up as the clone left, Kye bowed to her exit before sitting down as Itsuki did, mimicking her posture, but not crossing her legs, simply sitting with them at a slant with her one arm on her lap. When she was extended a handshake, Kye received it, shaking her hand before returning it to her lap.
"Please, such accolades are not meant for me, I am simply a servant of the Otokage and of the Rice Country. It is however still an honor to meet you and thank you for your time. As I was just about to say to your Kage Bunshin, Myself and the Otokage fully understand that a decision such as this is not made lightly and you will be given all the time you need to come to a decision. there are several things I believe I should clarify before you make that decision however. First off, this would not be an exclusive arrangement with Konoha. I hope you do not take offense, but the Otogakure wishes to make similar non-aggression pacts with the other great nations and become a neutral party to all. This is the greatest assurance we could have against the possibility of war coming to our lands again."
"Other details can be discussed, involving the presence of foreign ninja in our lands and what is expected of them and how they are expected to be subject to our law while in our lands. Also, the rule of law in our country is strict... fighting is simply not allowed. Even if you were to unfortunate enough to be at war with another nation, ninja from either side, if passing by each other in the Rice Country would be expected to withhold their aggressions until such a time when they could be resolved outside of our territory. It would also be understood that no shipments of goods and supplies to another nation from the Otogakure could be blockaded for any reason, nor could shipments bearing goods to the Otogakure be seized or stopped without direct cause and explanation brought before the Otogakure council."
All of this would be a bit much to absorb, but they were all rather important details of the non-aggression pact and would be important for the Hokage to know about in making an informed decision. Kye however, despite having more to say, politely waited for the Hokage to respond before listing any more details, hopefully giving Itsuki some time to absorb all that was said.

Kai felt slightly uneasy as she smiled at his words, but he shook the odd feeling off. She spoke in a odd voice, especially for the Hokage, wasthis person possibly the fake? Probably not, but there was always the possibility until he knew more. She seemed a very generous and thoughtful Kage, activly involving herself in the vilage like this. HIs eyes lit up when she mentioned his bloodline. "You know of it? I have been looking through the village for anybody else with my powers, but my searches havne't shown up anything." That had greatly sadden Kai, he wanted a possible link to a family of some kind. All he knew is that the bloodline scattered almost a century ago. He stood there, waiting for something. If she noticed, which she probably would, his Tonfas were strapped to his belt. After this, he planned on training with them.

Returning her hand to their original spot on her knees after the inicial handshake, Itsuki paid close attention to Elise's words as she spoke in more depth about what the treaty involved. Making several mental notes, Itsuki carefully debated over the idea of creating a sort of neutral territory within the confindments of Otogakure. 'It would truely be to our benefits...a place to go to avoid conflict but what about afterwards...'
Knowing that Elise was most likely waiting for some sort of response from her, Itsuki looked back up to the diplomat and continued speaking in a polite and respectful tone. "Your terms, Konaga-dono are resonable and your offer is greatly worth considering. But you must know that as Kage, I'm here to guide my village not dictate it, so it must come as no surprise if I'm to tell you that I'll need to run this by my council and fellow citizens." Shifting her positions so that both legs were pressed together and touching the gound at a slight angle, Itsuki brought both hands to her lap before continuing. "I'm sure there's still a lot left to discuss in terms of this non-aggrestion pact but its getting rather late and I'm sure you must be tired from your jouney. As such, I offer you a guest room in the Hokage Tower. You'll be my personnal guest and we'll discuss the rest of the terms tomorrow. Does that suit well you Konaga-dono?"

Chuckling lightly at the boy's excitement at the mention of her knowing about the Pin Point bloodline, Itsuki flashed him a small smile before pulling out a sealed kunai of her own. "Know it? I'm the head of it kid." Activating the elemental seal on her kunai, Itsuki set it a blaze before launching it off towards a nearby tree.

It was a prudent response and a cautious one, both qualities which Kye could easily respect... but it was also hopeful as well. "Of course. Please discuss it at length with your council... the Otokage and I would have it no other way. we want all parties to be in complete agreement when coming to a mutual decision between our lands" Breaking her guise for a moment,Kye gave a soft smile as she watched the Hokage shift in her seat, waiting for her to finish before speaking.
"That suits me just fine. It will be an honor to be your esteemed guest. I will be sure to draft the terms of the agreement in my time before our next meeting as it has been laid out to me by the Otokage. It's not to say that you have to sign them, but it will be good to have the terms drafted up prior to a final discussion anyway. Thank You for being so gracious with your time and resources in this matter. You honor us with your hospitality." Not sure what else needed to be said, or what the Hokage would expect of her now, Kye simply sat and waited. It seemed as if things were going well and she hoped they could come to an agreement, but it would have to wait... and in the meantime, Kye would accept the offer to be the Hokage's guest and conduct herself diplomatically within the village.

Seeing as how their conversation has come to a close, Itsuki stood up and brushed the imaginary dust from her outfit as she spoke in a more casual tone. "Now that we've settled the matter of the pact, how would you like to join me for an early dinner Konaga-dono? This would provide you with an excellent opportunity to see the sights as well as take note of how my village functions. Afterall, if we are to form an agreement, it would be wise to let the other party see how the village is ran, wouldn't you agree?" Ending with a question containing a double meaning, Itsuki stood patiently waiting for Elise's response. If she was to agree to Otogakure's offer, Itsuki would perfer to have an idea of what the country and village is like before accepting. Afterall, one can never truely know what a village is like unless they experience it first hand. 'As of right now, Otogakure is nothing but uncharted territory to us. If we are to form a pact, I'll have no proof that the area is as safe as it claims to be. The safety of my people will always come first.'

Such was the life of a diplomat, where courtesy and relationships mattered above all else and the wants of the diplomat are thrown aside. Of course, Kye would let on to none of this, smiling politely at the offer to see the village, putting on a tone of excitement. Of course, she also easily caught the Hokage's double meaning, but she wondered if the new Hokage would so quickly leave her village to examine the Otogakure. of course, the travel would be quick if they were to use shunshin, but Kye was not about to reveal the secret of her talents to a stranger, even if it would make for an easier trip or better relations.
"Of course, Hokage-sama, I would be honored to have dinner with you this evening. It will be a great opportunity to see your vilalge and learn about Konoha. And might I also invite you to come and see the Otogakure whenever you would like. I cannot guarantee an audience with the Otokage, for he is a reclusive man by nature, but you will be able to see our village and countryside and I promise you, you will not be disappointed. You may call me biased as a life-long resident of the land, but I believe we have the most beautiful countryside you will ever see. And you will surely see the peace we have taken steps to ensure in our country as well and what we have to offer." What the Hokage would see and think of her village would be an interesting thing to see, considering it looked and acted nothing like Konoha. She wondered at the time what she would allow the Hokage to see at all, but for the time being left it merely as a thought to be processed later and waited for the Hokage to respond to her words.

Kai Funkazan Kai was overcome with joy at first, but he did not let it show. He had to practice not showing any weakness to anybody if he was to be a real shinobi. "That is great Hokage sama, I really am pleased to know Im not the only person out there with this skill, although i had no idea that weapons could be charged with elements, it seems im still not skilled enough to use my weapon seal yet either. I was hoping becoming a Gennin would give me a little more strength so I could perform this technique, so, not to be rude or impatient, but, could we start with ninjutsu right now?"] Kai hoped he did not offend the Hokage, not the he cared too much, but disprespecting a S rank ninja was a suicidal thought.

The fact that she was being teased with a new Weapon Style was what convinced her to go for this. She'd never agree otherwise.
Alkaid then looked at the Otokage. She had no idea why this person was here, but she didn't like it. The history of Otogakure was one of horror in Alkaid's mind. She got very cautious about having him around.

Weapon Master -
Profession Base Benefit - 1) Increased Number of Weapon Styles: Because of their focus and training in the use of weapons, weapon masters are able to practice more weapon styles than others. (see below)
Academy Student: 1 weapon style
Genin: 2 weapon styles, 1 Weapon or Taijutsu Style
Chuunin: 3 weapon styles, 1 Weapon or Taijutsu Style
Jounin: 4 weapon styles, 2 Weapon or Taijutsu Style
In addition Weapon Masters can learn one stage higher than normal for weapon styles(exceptions apply)
2.)Increased Number of Custom Weapons: Weapon Masters are allowed to have 4 custom weapons as opposed to just 3.
Learning Information - Weapon Masters receive a -1 post learning bonus when learning weapon style/techniques, but receive a +1 post penalty for learning taijutsu styles/techniques and a +2 post penalty for learning nin/genjutsus.
Weakness - Less Elements: [needs a description]
(The weapon master can only have 2 elements, starting with 1 at academy student and acquiring the second at jounin; if the character has a combination release Kekkai genkai they get their two primary elements and their combination element at academy student, but never get another element; demons that give their hosts access to elements can still learn the jutsus for that element, but only up to their current rank, unless they are willing to take it as 1 of their two primary elements)
Tactical Ninja -
These are the Shinobi most often to be picked as leaders of shinobi teams, able to come up with strategies and adapt to battlefield conditions quickly and efficiently. Being highly intelligent, learning jutsu comes quite easily to these shinobi, allowing them to acquire a vast array of jutsus for any situation.
(-3 posts for learning jutsu, reaction speed is one rank higher)
Combo User -
The combo type is for ninja who use there jutsu in a chain to help deliver a devastating overall effect. Stringing multiple jutsu together, these ninja are dangerous, allowing them to overwhelm their opponents with the sheer number of jutsus they can perform.
(Can use 2 jutsu per post, at Jounin can use 3 jutsu per post)

Listening attentively to Elise's words, Itsuki found herself getting the response to the double meaning as intended and learning something about their Kage as well. 'Reclusive huh? That seems pretty open for interpretation. I wonder if anyone has even seen this Otokage Elise-san speaks of.' Still smiling, Itsuki continued to speak as if nothing bothered her. "That's great! So how about I show you our Academy before we head off to dinner? I'm sure for a dedicated diplomat such as yourself, seeing how another village trains their students would be useful knowledge if you're to ever consider sending students over for an exchange or for your own development purposes." Leading the way out of the training grounds, Itsuki spared another glance at the training shinobi and smiled in approval.
