Well before Keno started looking at the Saiya-jin, he measured that ultimately, Tygre at his best was still dominant over the current User's SSJ4. He also said that at his best, Keno could match User's SSJ2. Like I said though, this is before we started interpretting how much power the Saiya-jin gained with each transformation. So then....hmmmmmmm...
Assuming we still want to esatablish that Tygre dominates the SSJ4 User, I would have to completely deny User standing a chance to base form Keno. If we do set the base forms as equal, then it's a huge mystery how Keno always comes out on top against User. So......no.>>

(( ninja If there is a bulky version of SSJ2, then why would there not be one for 1, 3 and 4? ninja ))
(( ninja And I have heard the term USSJ2 before given in referance to trunks' form during that battle ninja ))
