Reasons as follows:
Aulus doesn't always seem to think things through. For example, when Izaya, a known traitor and renowned troublemaker with a penchant for twisting words, told the story of how his partnership with Faleen fell apart, Aulus seemed to accept all of it at face value. Aulus also didn't seem to consider things much more deeply than they were presented when it came to the matter of Faleen's announcement of her defection. Aulus needs to work on pushing the envelope more. He doesn't seem to be as focused on bettering the team as an elite needs to be. An elite in the field agent department needs to show leadership, initiative, loyalty, efficiency, critical thinking skills, and an ability to obtain results. We get a glimpse of these qualities when he participates in raids, but he needs to be more proactive in demonstrating his value to Team Rocket in other contexts.
Once these things are resolved ICly, we can consider his application again!
