Dont know D: Loveless just came off of a hiatus and Kouga has a bad past with finishing off manga >.<;; from what i picked up the only one that ended was Earthian and even then it ended after a long hiatus and quite quickly to.....
i really hope she does finish it off.. even if it means that nobody will get together or what her decision on how its gonna end etc just so long as answers get cleared up. X_X
if what she is doing now is to keep Loveless going is to help her end it then shall be it.

As far as I know they're not going to start over again. Legal drug? i thought they was still continueing with that aint they? Clamp just have other projects to do as well like Tsubasa.
