I've sort of figured out how to do something like this with Scratch and Paint combined (doing the different layers with Scratch, which is actually an animation program, and then print screening it to paint before I upload it to Photobucket.)

You can't. Only Gaia staff can make items that are really equippable. Edited avatars are for signatures, post styles, and profiles - if people could draw whatever items they wanted onto their real avatars, we'd all have halos and there would be no point to the entire gold system.

Hmm I wonder about that, maybe if they implemented a feature that you spent a certain amount of gold you could create an item. But each item needing to be checked by a admin smile

I think that would require Gaia to hire more employees than they can afford. There was a petition for 'Let Gaians design items!' a while back, and in response, they started having item design contests - that way they can choose what kinds of items they introduce, make sure the items are balanced gold-wise, and most importantly choose when to accept users' exact ideas. Plus, I get the feeling that Gaian artists and admins are real sticklers about quality, so this way they won't have to wade through a billion examples of crappy user art. They'd also have to write some extensive legal mumbo-jumbo to make sure they didn't get sued for anything.
