So far just skimming your concept everything looks good and well thought out. It still needs more fleshing out. For instance when you're taking criminal justice classes you can also be an intern, but once you graduate from the police academy you are then a rookie. It doesn't go graduate to intern. Unless you happened to have somehow really screwed up along the way. And there are regulations on how cops get hired, so they wouldn't just see an intern and hire them because they did a good job. You could do that with say a secruity gaurd position because the requirements for that is far less (you just have to pass an exam and have a highschool education)

Again if a cop is demoted he wouldn't intern. He would just be doing deskwork or doing dispatch. As for personality, it's conflicting with both occupations, the fry cook and police field. Both of those require you to be subordinant. Especially in the policing field. He wouldn't even get out of the academy if he was displaying too much of an apathetic nature.
