I was originally going to deny this based off of you not being the doctor class and elves not having access to Healing Magics, but you do have Alchemy which entails equivalent exchange. Basically you are using le leet alchemical processarino to turn your Mana into Health at a 1x1 ratio, which is fine. I will approve of this. For cost, put 'x', and by that I mean it depends on how much Mana you spend that you heal.
Next is Mana Collapse. I don't think this is plausible sadly. That would need more of a Mage class/Shaman race kinda thing to work out. However, for future reference, your spells damage wouldn't get a set damage like how you were aiming for 50. It would do damage based on how much Mana it costs.
So in short, add the costs to Healing Hands and I will approve that technique.

Eyyy gurl. It's been a while. ;D Anywho, Shadow Stepper eh? First thing first, I do not believe this technique will be able to teleport you between floors. To go between floors you would need to go through the gates in towns, or the Boss exit. As far as between shadows nearby or shadows in another town on the same floor, this is plausible. : D For costs on this.. lets say 50 for nearby teleports and herm.. 150 to a town.

Only one can be summoned at a time, the user clasps their hands together and murmurs the incantation. If the charge is broken, the speed is lost with it. Yet this doesn't mean if the user breaks into slide or vault they will lose the speed, in actuality they will keep it until coming to a complete halt, landing, or changing direction. Incantation:-

The drained stamina is then given to the caster, replenishing theirs. This technique will end after three posts or whenever the affected runs out of Stamina. Incantation:-
Technique Name: Vampiric Drain Origin: Strigoi Duration: However long she has her fangs in them Cost: 30 mana Description: Releasing her fangs and impaling them into her target she can steal a portion of the target's stamina and health to replenish her own. (-10 health and 10 stamina per post and is given to her.) Requires her to have a hold on the target and cannot be interrupted during the process otherwise the technique is stopped. Incantation: N/A
Technique Name: Sanguine Berserk Origin: Berserker+Strigoi Duration: 3 posts for either buff Cost: 40 mana, 20 stamina Description: If a target is bleeding the scent can cause a blood lust to occur which increases the desire to feed. This increases their more primal instincts and rage giving them a temporary buff to their speed of +20. The desire to feed is dependent on how low of health the user is. If they are full they do not become forced into the blood lust. If they are successful in feeding while in this state they will gain a bonus temporary buff of +20 strength and lose the stamina buff Incantation:N/A
Technique Name: Overwhelming Charge Origin: Berserker Duration: 1 post Cost: 35 stamina Description: Combining their strength and speed stats they can accelerate and deliver a powerful blow to their opponent. If the opponent blocks the attack a debuff of -10 defense occurs for every blow. If this ability is used repetitively the cost to use doubles. Incantation:N/A
Technique Name: Sanguine Bloodline Origin: Strigoi Duration: Passive Cost: 30 mana, 20 stamina permanently Description: Being a part of the vampiric race the user gains the ability to walk on any surface regardless of it being a wall or ceiling. If they jump into the air they glide instead of falling so essentially no fall damage is taken, and lastly they can levitate and soar through the air. In the air their speed slightly increases to a +10 unlike the ground where no buff is given. Incantation: N/A
