My grandma is mad at my entire household because we let my little sister wear what she wants and if she wants to wear boots that don't match or a shirt that doesn't match we let her, as long as she is adequately covered. We just don't think it is a big deal but my grandma wants her to dress like the other girls. Shouldn't we be encouraging her to be her own person and not care what others think? That's basically our goal but evidently not my grandmother's.

xD oh grandmother....Clearly needs to get with the times, as society is MUCH less imposing about the various styles, attitudes, and choices of different gender roles than they were in the 60's.

No, but if she doesn't want to wear them we aren't going to make her.
Plus she is tall for her age so dresses tend to look a little off.
