Some shtuffs on M'aiq from The Unofficial Elder Scrolls Pages:

I'm not entirely sure how often he's there, but I met everyone's favorite eccentric outside of Anvil. Hide your skooma, M'aiq has come to Cyrodiil. He is a level 40 Savant marked as essential (unkillable) with 100 Strength, 100 Intelligence, 100 Agility, 100 Speed, 85 Endurance, 40 Personality, 53 Willpower, and 50 Luck. He can be found multiple times. He can also be found outside of Leyawiin.

Being an easter egg, all of the things he says are humorous allusions to popular subjects on the official forums although most could be interpreted as making excuses for omitted/changed features of a controversial nature(e.g. thrown weapons, werewolves, destructible buildings). Here is a list of things M'aiq will say:

"M'aiq longs for a Colovian Fur Helm. Practical, yet stylish. M'aiq is very sad he does not have one."
"M'aiq wishes he had a stick made out of fishies to give to you. Sadly, he does not."
"M'aiq believes the children are our future. But he doesn't want them ruining all of our fun."
"M'aiq thinks his people are beautiful. The Argonian people are beautiful as well. They look better than ever before."
"Some people wish to throw their weapons. That seems foolish to M'aiq. If you hold your weapon, you only need one."
"Feet are for walking. Hands are for hitting. Or shaking. Or waving. Sometimes for clapping."
"M'aiq prefers to adventure alone. Others just get in the way. And they talk, talk, talk."
"People always enjoy a good fable. M'aiq has yet to find one, though. Perhaps one day." (Perhaps a reference to the game Fable and how disappointing it was compared to the hype, though a sequel is being worked on which is expected to be better)
"Some people want special bows that take too long to load and need special arrows called bolts. M'aiq thinks they are idiots."
"So much easier to get around these days. Not like the old days. Too much walking. Of course, nothing stops M'aiq from walking when he wants."
"M'aiq is glad he has a compass. Makes it easy to find things. Much better than wandering around like a fool."
"Why would one want to swing a staff? A mace hurts more. Or a sword. Can't shoot a fireball from a sword, though."
"I do not wish to fight on horseback. It is a good way to ruin a perfectly good horse... which is, to say, a perfectly good dinner."
"Levitation is for fools. Why would we want to levitate? Once you are up high, there is nowhere to go but down."
"It is good the people wear clothing. M'aiq wears clothing. Who would want to see M'aiq naked? Sick, sick people. Very sad."
"I don't know why one would want to destroy a building. It takes time to make it. Much time."
"I have seen dragons. Perhaps you will see a dragon. I won't say where I saw one. Perhaps I did not."
"Werewolves? Where? Wolves? Men that are wolves? Many wolves. Everywhere. Many men. That is enough for M'aiq."
Note: After you meet him, he runs north. Faster than most horses, in fact. He has three AI packages: traveling to Anvil, traveling to Leyawiin, and searching within a large radius for, of all items, calipers (which starts at 12:00 and lasts for five hours).

Character design for M'aiq, at least on the 360, includes a strange glitch. He has two mouths, one that moves when he talks, and one that doesn't. They line up perfectly when his mouth is not moving, so it is not noticeable. But when he is talking it looks rather creepy. (As a side note, at least on the PC, this kind of glitch occurs with multiple people. The effect is usually temporary, though, so they look like normal when you restart Oblivion.)

I'm aware that some of it has been posted already, but I figured that this'll probably add to most of the things said about him.

Only at the set time. His AI(Artificial Intelligence) dictates that he only ventures off to find calipers for five hours a day. I didn't know that it started at 12:00, but if that's the case, it would be difficult to find him in most cases. He is no weakling, however, and he's even saved me once. As mentioned above, he is a level 40 savant, and that Minotaur Lord didn't stand a chance. Considering a size of the map, however, it was sheer luck that he wandered through the part of the forest that I was near(Near the Inn of Ill Omen).

So it would be difficult to drop calipers and expect him to come immediately and pick them up. I was, apparantly, also very lucky in that as well.

I see him all the time, I can keep up with him with my horse but since I've never played Morrowind, he means nothing to me

Not technically, his actual quote is listed above (and here for your convenience whee ):

Mai'q the Liar
I have seen dragons. Perhaps you will see a dragon. I won't say where I saw one. Perhaps I did not.

That quote is a source of unending fascination for me. Does he mean the Shrine of Peryite? Does he mean the Avatar of Akatosh? What he be meanzin?

Nice Daedric Signature, but I think it was a play on the fact that, pre-release, there was a false rumor that Dragons were going to be in the game. Bethesda attempted to discount it immediately, but few people listened, and only a few months before release did they truly manage to put the rumor down.

Ah, I see.

Either that or he's building a dragon out of calipers in a dungeon somewhere.
A CALIPER DRAGON OF DOOM.

Also, random trivia: M'aiq is a virgin. Don't believe me?
M' in a Khajiit name means one of three things. Apprentice, child, or virgin. M'aiq is no child, and he's certainly not an apprentice to anyone, so that leaves only one option. xD
