"Hoping so," Kostya said, "noise to signal rational very much high. Maybe can just skip sulk, go straight to two point zero release."
Kostya gave the room a pass, noting faces familiar and unfamiliar alike. These were his people; his brethren; his allies and enemies alike. He saw Jane, or at least he thought so, but his gaze over her was as seamless as it was over the strangers.
He did not think that she would appreciate a glance that would give her away, and so he respected her by not lingering.
"Of course. It has been seven days and six hours since I have been promoted. Am sure your memory is being much longer than you are saying."

Lawrence simply watched the others file in without a word. Socialising didn't interest him without a persona to use as a proxy to do so. His gaze lingered briefly upon Kostya and Taym, not close enough to hear their conversation.
To bide his time till the meeting begun he retreated temporarily into his thoughts to work further on revising his favourite étude.

A certain goggle-wearing hunter silently slipped through the door and seated himself somewhere in the back. Hopefully sitting in the back would lower his chances of any reprimands or other verbal abuse Caelius was prone to falling into. His first instinct would have been to search out any familiar faces to fall into conversation with, but alas Wilson found himself quietly fiddling away on his phone instead.

It had taken quite a bit of time for Edgar to dress in all of the formal attire required for a meeting between territories. He recalled the clash of two kingdoms (which were now at war) that occurred at the last gathering of their royal councils. He had been stabbed without warning, which was simply unacceptable conduct.
So Prince Edgar set out to outshine Prince Caelius.
He arrived with his head held high, one hand on the sheathed weapon at his side, his other arm held up as if he were escorting some invisible figure. The sound of trumpeted fanfare erupted upon his arrival - from the phone in his pocket, of course.

Her phone was beeping, it was a message from someone called...... Caelius? Debriefing? It sounded like a report, was he responsible for that? Although Shu somehow joined the Death because of the hot megane guy photo dropped by the stranger in hospital, unluckily, she had no idea of his name. As a super new-born, she didn't have any knowledge of what she should do, Robert or Jerry didn't tell her that. Anyway, in her new clean oversize coat and a lovely pink scarf, she wandered around until she found the room. Oh.....she thought Robert and Jerry were some exceptions, but obviously she looked like a bean among them. There were hunters gathered around, mingling with each other. Where's Robert...or Jerry? She didn't seem to locate the bears. < Oh it should be your first meeting, don't worry, you are with Z-sama!> The petite girl nodded, found a seat and curled up, nervous about the surroundings. She wanted someone to hug.

Kostya stared blankly at Edgar's arrival. He recognised the other man from the Christmas Incident, and while he was one of America's more eccentric collectibles, he seemed harmless enough to ignore. The entrant after that was someone who looked almost like a child in size and stature, and more than a little lost. But, her coat did bear the insignia of their division. She took a seat close enough to them that he could lean over and offer her a solemn hand in greeting. "New to island?" Kostya asked, tilting his head inquisitively.

She would have just communicate with Z before the meeting started, but then someone approached her. A handsome blue-eye megane! Shu won't deny that she has a gravitation over people wear glasses. Her little face uncontrollably flushed while she nodded. Good looking people everywhere was what she noticed when she entered the room. " 你好....Er- I mean I just got my weapon recently. Do you know what are we waiting for?" She first gave a shy smile, her hands grasping her coat and created some obvious wrinkles. < This guy is suspicious, you should trust Z -sama's advice and stay away from him> Shu somehow disagreed because he was nice enough to ask her, and she can't think of what he would benefit from a newbie like her. < Believe my wisdom....Maybe this guy is a *****>> Zai Tai....I am not a kid....She puffed up her flushed cheeks and swung her legs aimlessly.

Another person that had English as a second language! Fascinating. "Velcome," Kostya said, offering his hand to her in greeting. "Man up there," Kostya said, nodding his head in Caelius' direction, "vill tell us about mission. It mean ve go to area, and look for object, or kill target. Is being usually on those lines." She blushed, which resulted in a quizzical look from the Russian. "Are okay? Perhaps being ill?"

Kostya's companion spent the duration of the Russian's introductions giving Shu a look of deep mistrust. If anyone deserved suspicion, it was probably him: he had a naturally shifty, shady look to him and he was eyeing Shu skeptically, torn between "oh god, she's tiny and cute, why is she here, this is bad" and "oh god, she's in Death, she's probably a terrible person." At least he wasn't good looking. Nor did he have glasses. No blushing for Taym, Shu!He grinned, very suddenly, at Kostya's concern over Shu's flush, more perceptive than he was in certain areas and definitely in this one, but he said nothing, instead watching the two of them with obvious satisfaction. This was much better than talking about his weapon. Please, you two: continue.

A couple things happened all in sequence, or relative sequence. There was a loud wham on the table as the Death lead stood up, rather suddenly. It created a very plausible gap of silence as it was hard to not pay attention to him, as even Mark and Oz were quite affected.
"Unfortunately," he began after another good lapse of silence passed, which was a typical opening for his speeches, "Performance in our division is non-existent. I ******** hate repeating myself and yet here I am again. This division isn't lenient, unlike other divisions it isn't fueled by carelessness and doesn't have room for theory. In this division careful observation is the only asset that will save you. Problems are observed, problems are reported to the authority, problems are neutralized. This luxury of time you have all been conveniently using is borrowed and the price is stagnation and opposition."
He let those words sink for a bit, the usual abrasive manner he pretty much delivered anything and turned to look at Mark. Mark stared back. Oz kicked Mark. At some point the Death assistant got his act together and began handing out a sheets of stapled papers.
"This division is now restricted. It means you are all under observation, due to someone in our division distributing classified information." the Death lead talked, over Mark's handouts, "You will not be allowed off island for anything other than on explicitly approved missions. Your lack of activity will be considered insubordination. Your interactions with other Hunters will be monitored. Anyone caught thinking themselves above the rules will be removed and each and every one of you will be considered a candidate until you have proven yourself otherwise."
"Next. On the paper. We shall begin by talking about your first assignment. The island mortality rate has increased exponentially over the past few months. It could be because everyone is more ******** stupid, this still a correlation, though the other more evident correlation is that there are defectives. Hunters, whom you possibly talk to and interact blindly without observing, are going around, believing themselves to be above the rules, and killing each other just for the chance to grasp at some sort of escapist lie they constructed for themselves. Promises come easy if you blindly and stupidly believe them. Maybe you will find a better place to live. Maybe you will be free of being a Hunter. Maybe you can can join another ******** organization that does nothing but attempt to mindlessly undermine our beliefs, preach us on murder, and then return the favour. If you think it's just Hunters being affected, then you need to <******** think how far this influence is spreading. Deus Ex keeps its technology and information classified for a reason. By killing Hunters and breaking carefully placed rules, by gaining more technology easily and quickly, this classified information is being spread outside the boundary of conduct. Our weapons are being distributed to people who don't understand the technology and use it to blindly threaten each other. Our information is taken and skewed so that all our resources, all our connections tied to this world are turned against us. The world is moving without us and we are being weeded out while you sit ignorant as Death Hunters who should be observing."
"There is no escape, there is no exit strategy, there is no better alternative. This is the ******** reality of everything and if each of you think it's better to be somewhere else, then who do you think is going to resolve this problem. You are efficiently and effectively destroying your and everyone else's existence as a Hunter, and while I don't ******** care normally for your cannibalistic tendencies, it is becoming annoying replacing numbers. We cannot even function to maintain ourselves as Hunters, because the majority of us are too busy being ******** ignorant and naive. It is naive for you to think anyone else will help you. You can escape to another division and not worry about responsibility until it is too late, or you can resolve the ******** problem."
"Everyone in this division in addition to being under observation is assigned to surveillance duty. I want you to survey, objectively, your peers. Subjective reports will make you and your peers suspicious. I want you to objectively survey your peers and compile a personality assessment report, as seen on page two. You will fill out a general information report about them. I do not care for your conclusions on how good or bad they are, I just want observations. I want information on who they are, what they are up to, and what they plan to do, because those lacking information, because those who do not have solid evidence of their purpose as a Hunter are considered a heavy liability. We cannot afford more people who can so easily ******** around on the island and make it so simple to break rules. There is a system, there are rules. Survey and interview Hunters. Do this as you casually interact, I do not want you ******** playing twenty-four questions with them, I want results unfiltered by suspicion. I want the problem resolved, and the best way to observe someone is to understand what it is like to be heavily observed. The best way to resolve a problem is to resolve it from where it originated."
He sat back down and took a drink from this cup of lukewarm coffee. "How many of you have heard of Ourboros. I don't want a ******** show of hands, I want information. I want you to relay what you have observed so far on this situation and prove your status as a Death Hunter." OOC Anyone who knows what this is please speak up and do share! Mission 01:- As related, all Death Hunters from this point onwards cannot go off island unless on mission! They must also observe their peers. Any observations should be posted here titled PEER OBSERVATION REPORT. You can submit one for each person you personality profile, Hunter overlaps are okay! You can observe people in this division if you want or any outside of this division. Just PRP with any Hunters and at the end, submit a little report about them. <******** this division and ******** this division lead, thought Taym as he battled the stomach-churning fear of speaking in public (almost as great as his fear of sassing back to Caelius) and raised his hand, attempting to keep his tone appropriately meek and subordinate despite the content of his words.
"Before I commence sharing, sir--with all due respect--you just told us people were dying due to divulging classified information and then in the same breath told us to say what we knew. Your division assistants are difficult to get answers and guidance out of. I frankly never have any idea what's considered classified and what isn't. This seems to be widespread: so people are keeping their mouths shut, and need-to-know information isn't getting circulated. There's a tendency to secretiveness that's far outside the bounds of circumspect discretion. The lack of straight answers from any of your assistants--" that's right, spread it out to anyone but Caelius, you suck up "--is fostering a culture of fear. Everyone's feeling around in the dark, sir, and it's all well and good to tell us to observe and watch, but very few of us knows what we're observing and watching for, and I suspect vital information is being overlooked simply due to this culture of secretiveness throughout the division."

"If there was enough fear, just fear, nothing else," the Death lead sneered, "this wouldn't be a <******** problem. The problem is when people become too arrogant and think they can say and do whatever they ******** want without consequence." There was a very straight and pointed look given towards Taym's direction. "I am aware of your future mission, and while that is a convenient excuse for your behaviour, keep in mind why you were assigned there in the first place. I asked to observe and write information as the authority on this situation I did not ask for you to <******** write down information and sell it for your own personal gain there is a difference between doing your <******** job and doing what you think is theoretically on moral grounds perhaps the same thing. It must be so ******** easy to think the way you do, where everything must be laid down in exactly what is comfortable for you despite you lacking any authority or power. You work because you deserve things. You deserve to know answers because you simply were at the right place at the right time. You deserve to know why because of your own lack of self ******** esteem. You deserve to be hand fed, to be vindicated about own suspicions and your own sense of unwarranted justice while remaining utterly powerless to control anything around you. Information is already given. Vital information is earned and it is taken and there is no <******** mythical vital information gold mine other than what you personally observe. Now are you going to do your job as a Hunter or are you going to stand here and suspect vital information is being overlooked while everyone else tries to find what exactly it is. Why the ******** do you think we are having this meeting in the first place because it sure wasn't for you to tell me how to run my ******** division."

Shiloh quietly put his hand down, and cleared his throat. "I disagree, Obadiah. The information is there, if you ask, and if you're observant, you can watch it unfold firsthand," he said gently, casting a pointed glance at Lucky, before shifting his gaze to Taym. "They've been operating since that body was found in the wall and I'm sure far longer, yet no one questions anything. No one's feeling around in the dark, because no one's bothering to look. They broadcasted a video straight to your cell phone, for God's sake, all you have to do is actually open your eyes to find information, to unravel the trail of sadistic breadcrumbs the Ourboros has been leaving, instead of passing the blame onto other people. If the information has already been leaked even when kept tightly under wraps, I'm sure you can understand a certain need for secrecy. The information is getting circulated, in entirely the wrong way, precisely because people cannot keep a secret. Those people, of course, deserve to be informed, but at the same time, there are those that when informed would make the decision to put us all in jeopardy. We don't need to bolster the enemy's ranks more than they already are, especially not with people you might consider friends or allies. It gives them an edge, a chance to back-stab us from what we thought was a safe haven. " He hoped Lucky could feel the glare through the back of his head. Frowning a little, Shiloh shifted in his seat and turned back to Caelius. "I cannot tell you any new information at this time, sir, but if everyone else here feels the same way as Obadiah, I can guarantee you I am more aware of this situation than anyone in the room, save for you, your assistants and Br... Brzenczyszczykiewicz and I will continue to keep you updated." He felt like the fact that he'd spent the time to learn Lucky's last name alone should have been worth something.

Shiloh frowned again. "Did you miss the part where I told you that they've been around long before then, before I was even in this division? That body in the wall of your last meeting didn't get there by itself, yet no one seemed to question it."
