"Ah. Well, we will have a little problem then, won't we?" Perfume asked, still kind. "How do you propose we solve this?"
Yeah, ok. So her kindness was even scarier than her anger because Perfume wasn't the TYPE to be kind. Oh no, she thrived when she was mad, angry, strict, shouting or throwing stuff, but this kind thing was even scarier to see on her, especially for the guards that were stationed just outside of Raleigh's sight-range.
They shivered.

OOC: Actually, I stole that idea from the X-men but those were painless, I just tried to think of what such a device would do. Since, basically, it would block the powers which techincally are interwoven with someone's being, so that would HURT because it would be seperated and contained. The more powerful one is, the more of a torture it is. Sounds like a cool book though. ;D

Raleigh smiled right back. “Well, you’re the one with all the big ideas now, aren’t you?” He lifted his chin slightly to show off the collar that was around his neck. “But how’s this? You let me go and I promise not to go for your throat the moment I’m free.” It would be easier for him to simply give up, but Raleigh was as stubborn as a mule and extremely pissed off. He wasn’t going to make this easy on anyone, even himself.
Ooc: Ah, I see, I see. X3 Yah, the books are huuuuge and there are heaps of them. xD But the main character is awesome… he has temper problems.

"No, no I don't think that will work, I'm afraid," Perfume smiled pleasantly with an edge of coldness. "You do seem to forget who the one in charge is. You should try to work on your authority issues." It sounded like an honest attempt at advice from a helpful-minded person.
But Perfume was NOT.
The guards shivered even more. One of them held back a whimper.

“There is no authority but my own. You should just be happy that I’m actually helping you.” Raleigh smile broadened; the pain in his neck and his anger seemed to increase. “Or I was anyway.” He shifted slightly on the spot. “I really go suggest that you let me go.” His tone copied hers for politeness. “You don’t control me, and never will.”

"Ah," Perfume nodded agreeable. "I think that's where the error is. You see, there IS authority above your own," she smiled at him. "Truly. See, you are employed by the NSA, which means that you are an employee and fall under the authority of your senior officers which, in this case, would be me," she beamed. "I would NEVER presume to control you!" she sounded scandalised just saying it.
One of the guards DID wimper. Oh woe! Did the terror never stop!? Miss Tell sounded NICE with a sugary voice and smiling and beaming and and and....!!!!!!

“Never presume to control me? Aren’t you just wonderful, eh? This game is getting a little boring now. Well then…” Raleigh closed his eyes. “I quit.” He gave a small nonchalant shrug and then a half smile. “There we go; I’m no longer employed by the NSA and thus you no longer have authority over me. So…Let. Me. Go.” Or there was going to be some serious hell to pay. Though to be honest, he was a little surprised to find such a hard a** here. That she would actually go through with her threats was pretty interesting.

"Of course I will," Perfume nodded, but she made no motion to get up. "Naturally, there will be a few conditions placed on that, something you'll really have to understand well. One, if you are not employed by the NSA, you are not allowed to do any fighting. Two, you are to live like a regular citizen and will not be allowed to use your powers, this to prevent uprisings and unrest in whichever city you are going to live. Three, any open displays, confrontations, or fights and you'll be busted. Four, any government funding you're receiving will be cut immediatly. Five..." Perfume continued to set out the conditions for Raleigh's resignation, none of which were very pleasant.
"Those are the conditions you must adher to." Perfume smiled sweetly at Raleigh, "Of course, you can still recognise my authority and remain in service, in which case I will let you go and all will be forgotten."

As much as he wanted to get out, those terms didn’t appeal to him at all. Not use his powers? That wasn’t going to happen. Even if he did agree, his actually keeping to the terms, well… Raleigh never had liked rules. The other problem was that if he did agree, no matter that he didn’t intend to keep to the agreement, was that Perfume might feel that she had won. Either way she was going to have the upper hand.
Realizing he was growing steadily more annoyed, he attempted to calm himself down again and get in control of his emotions. “You know…” He began, leaning back on his hands and staring up at the roof thoughtfully. “I never thought the NSA was the type to lock people up and take away their powers. It just seems counterproductive. You obviously don’t think so but, tell me… is everyone going to be happy when they find out about this?”
Raleigh looked at her and gave a wolfish grin. “Also, I wouldn’t feel right taking orders from someone I feel is beneath me.”

Perfume was still smiling sweetly and didn't respond to Raleigh's first question. Hah! As if she'd let the brat steer this conversation! "Very well. It seems you need a bit more time to think over your actions. Please remember that it's not I who has something to lose."
She gracefully rose to her feet and then turned to walk away. That brat. She WOULD get him to bend to her will some day.
The guards had frozen completely when Perfume neared. One of them had paled dramatically.
Perfume sighed. Why did the Agency hire such halfwits!

Raleigh couldn’t muster the energy to smile back at her. Now he was going to be stuck here again, with only the pain around his neck, any pretense at having a good mood was gone. He abandoned his kneeling position, and leaned against he bars. “How long do you think can you keep me here?” Raleigh yelled after her. He made a sound almost like a growl and then sat back to await another hour of this hell.

Perfume turned, but didn't smile. Her eyes were hard and she looked dead-serious. "As long as you will need to be to learn some humility," she told him coldly. "I do not take any joy out of this, nor do I find this particularly funny. But my authority WILL be respected. Think about that. I'll be back tomorrow," she told him.

Tomorrow? Dear god. Raleigh gulped and then grasped at his anger, using it like a crutch that would keep him from thinking about what was going to happen next. Screw her. He would stay here for a week and still wouldn’t give in. Raleigh forced out a laugh, leaving the bars and laying down on his back in the middle of his cell. “I’ll see you tomorrow; maybe we can have breakfast together?” He called to her before rolling over onto his side and burying his head in his arms.

Perfume had left. One of the guards approached Raleigh's cell. "Hey, you're either very brave, or you're either very stupid to be challenging miss Tell like you are." He gave Raleigh a dubious look. "Why?" he questioned. "Why put yourself through this torture? Why not just admit to whatever it is she wants, pretend you agree and then disagree behind her back? Nobody openly defies miss Tell."
The second guard came up, looking mighty pale. He was still young. Barely older than Raleigh himself. "Can we get you anything?" He seemed very concerned. "I heard those things are supposed to really hurt. It doesn't really seem fair, doesn't it?" he asked.
"Sh, don't let miss Tell hear you say that," the first guard nudged the second one, glancing at the door and at the video cameras.
"Can we get you anything?" The younger guard repeated his question. "I'm Alan. That's Marc." His spirits seemed to be lifting now that Perfume wasn't here anymore.

When approached, Raleigh sat up, feeling remarkably grateful they were there no matter how spineless they seemed to be. If he had someone to talk to it was easier to ignore the pain around his neck. “Nobody?” He repeated, giving an arrogant smirk. “Maybe that’s why she’s such a b***h. I’ll just have to show her that she’s not at the top of food chain.”
It wouldn’t hurt to make friends with the guys guarding him, even Raleigh knew that. Leaning forward he regarded the both of them carefully. “Yeah, it hurts.” He said shortly, not wanting to go deeper on the subject of how it felt like a part of him had been brutally torn away.
“Nice to meet you both, I’m Raleigh… if you didn’t already know.” He licked his lips and thought for a moment. “Could I have a glass of water?”
