Charles is he head of the NSA. An agency founded to protect the world from the Evolved Humans.
The Agency takes in the young and hunted children and provide them with safe but stable homes. Their powers are controlled and carefully monitored and eventually molded into that of a Hero.

Flashcharge
Flashcharge is one of the most famous superheroes of the world. He is incredibly powerful and has great control over his powers.
His arch-enemy is Solarduct, the leader of the Dark Alliance, an evil organisation determined to achieve world domination.
Darebone
Darebone is the only female superhero of the USA. She is incredibly strong and has the power to transform her body into a bone-hard armour and is also able to extract these bones and use them as weapons.
All in all, she is a formidable foe and very good with children. She often has problems juggling her secret identity with her superhero life but in the end, all turns out alright.
