Cobra_X 1) You'll be approved, don't worry. I'm just picking at things in your profile for logistical reasons. Feel free to start doing your thing as Otokage, but we need to keep hammering your profile till it's ship shape. You are an Otokage and a Guild VC... you above all people should understand that following the rules we force everyone else to follow is not only required, but expected (even more so by those in high ranking position)
2) It makes a difference in determining what fair, and in determining your agility vs someone else's. If I have Agility at level 2 and you have it at 3 ... well then, I'm more dexterous then you and I am more likely to dodge an attack then you are by merit.
3) It doesn't matter what you change it to, unless you have a good reason why your bloodline or otherwise gives you this ability, then you can't have it. Feel free to make your argument, but it needs to make sense and you can't simply have it, just to have it... otherwise, everyone could.
4) That's fine. I always imagined the water being a part of the healing factor, kind of like how the moon was reflected in the people, via their spirits of water, but I guess I just made that up in my head.
6) Coddling to people who have no patience is not in my character. If they leave because they had to wait a day or two for their profiles to be approved, then where was their dedication in the first place? whatever though, the point is moot as I've already cleared you to start RPing with the character. (it took me a week to create Sai's profile, but ya know what, all that work meant I barely ever had to edit it afterwards... and no one has ever questioned my characters abilities.)
7) Approved. It makes perfect sense. I only want people to do this so that their reason isn't "Cause he is my cuz" ...to everyone that starts at Genin, such promotions are unfair when given without an express purpose which makes sense within the RP. (which yours absolutely does)
8 ) It's not odd... its holding the VCs up to the standards I hold everyone else up to. You've already been cleared to RP, but trust me when I say that I'm only covering your *ss here. Anything less then the scrutiny I give everyone else would show undue favor, and possibly poison people against you... (as it has in the past). As you invented the clan, you should be able to show a model for how this clan acts and uses their skills in combat or otherwise. (I'll even attach the RP Sample you come up with as an example within the Bloodline Post itself to help show people what it's all about.) All of what I said never mind!!!!!!!!!! Um...I think Ranmaru is more of a bloodline than a clan (saids it in the name. "Ranmaru's Kekkei genkai" and it is under Kekkei Genkai list. (Unless both the clan and bloodlines are in the same list)
The scythe is just the weapon he prefers. he does not really have one or will not get one until later. (probably until i become Jounin.) And duel welding scythes? Why would i do that? One is okay.
I have to request my own clan? O.o
I am getting both of them. but one is a clan and the other is a bloodline (Kekkei Genkai.) and I don't really know if his eyes where part of a clan since they did not really talk much about it in the anime.

(Also, the brain is an organ, not a tissue. [though it is made up of tissues, among other things])
- For Shinobi skills, remove the 'Quick thinker and add the Taijutsu bonus information as it is relevant for people to know.
- 'Agility' cannot be your primary strength NORMALLY according to the list, but I'm going to allow it considering you have crippled yourself with blindness and a sensitivity to very loud noises without taking any specific great advantage.
- It might be of interest for you to research the custom taijutsu styles so you can utilize your class to it's fullest potential. its not required, but suggested.

Personality: Happy, Friendly, Calm
Behavior: Gin is a man of a calm and friendly nature. He appears to be smiling alot and like nothing ever goes wrong in the world. At least thats what it appears. Underneath is a man who is calm, happy at times and in general cool. He rarely gets angry but when he does watch out. He doesn't smile constantly when around those very very close to him, though he tends to when with a special someone. He's very intelligent though some makes him out to be too happy or too calm, looks can be decieving.
Biography: (Back Story)
As a young child he was originally raised outside the village hidden among the stars in the moon country. He was considered to be a prodigy since he was the most adept with his kekki genkai then other students of the elders. He took his work seriously even at an age of 5 and since then practiced the works of medical. He traveled through the ranks but also has been noted for being "happy" alot, smiling most of the time even during the darkest hours. One day when he was only a chunin he left to go around and learn more. He came to the lightning country where he was accepted in the hidden cloud and learned raiton techniques. They said his chakra was eletricity due to how in tune he was with his own bloodline. After he became a jonin he left the hidden cloud, keeping ties with them as he roamed around. Along the way he met his younger brother who was Katsuro Kamisama, which his mother told him about and he took him in with him, the two traveling together.
As they traveled Gin learned even more medical and advanced, he's been seen even getting advice and some help from the world's greatest medical kunoichi famously known as Tsunade. From her he learned a unique taijutsu style but was lured to the snake contract summoning scroll instead of the slug, for he simply says it didn't suit him. After the chaos that tore the Hidden Sound apart, he came in and took the ruined village under his wing, becoming its new kage. He vowed to keep the village in top notch and perfected his class. Under his command, the sound takes a new light.

So yeah, you need to choose either Ranmaru or Kamisama... and yes you have to apply for your own bloodline. Not only is it only fair to everyone else that you do so, but as the creator, you should know it's capabilities well and then I can use your RP sample as an example to all others who would wish to apply for it.
I don't know why someone would duel wield scythes (Besides Hisagi, who is awesome) ... but you had written 'scythes' , and I took that to mean multiple scythes rather then the classification of the weapon.

Growing up was unknown for the fact that the Kamisama clan kept him a secret when he was born. at the age of 5, smelling the scent of blood and hearing screams of his own people, slaughtered by what seems to be a battle of life and death. after only hours of screams and weapons clashing to each other, it stop and the young boy step out of his hidden chambers, seeing death for the first time. Holding back his tears, he saw as a man with the looks of a "vampire", or so he thought, came up to the young boy. Looking evilly at him with the aura of a monster, lend out his hand, thinking he could control the remains of the young boy's clan. The boy slowly lend out his hand and grab two of the man's fingers as they went off to join the rest of the group. From then on, the man kept him, as if he was his own son. As the boy grew older and wiser, studying hard with his supposed brother (Now the Otokage) made him what he is today. He now lives in the Sound village where he becomes the ninja he needed and wants to be and tries to keep up with his brother in all ways.
