He's usually found in Lantern's. He hangs out with a purple trollop who can teleport. Calls herself Blink.
He also seems to be close friends with a number of Green Lanterns. But the one you have to watch out for is Querl Dox. Brainiac 5.

Well ain't this a treat. I've missed working with professionals... The esteemed Mr. Osborn notwithstanding. wink
Couple last things before I get outta your hair: I dunno if you've heard about how my powers operate, but basically, I got photographic reflexes. I learn by watching. So any and all footage you've got of fighters from your universe or any other universe that I ain't all too familiar with would be a great help.
Apart from that, any spare weapons you got lying around would be great. I got my trusty energy generator, ol' reliable and a good ol' fashioned combat knife, but I don't know if that's gonna be enough to take out a cape, even one as low-level as Powell.

Sublevel three contsains the video library. You might find Slade Wilson useful. As well as most of the Batfamily.

No kiddin' about the bat-family. I had a tussle with Cassie Cain last time I was in town and, damn, if I wasn't impressed.
