*One of Lionel Luthor's many, many holdings, the plant resides in Smallvile. Not only does the official business occur here, but also in the mysterious hidden levels . . . well.*
*More than any of that, it is also, for the time being, Lex's "prison." His proving ground.*
*In a board room, far above the streets, far out of reach from the prying eyes of the law, Lex Luthor sits at the head of a long, long table. In front of him sit dossier files on some of the more virulent trouble makers in the various worlds. He'd sent invitations to them all. A meeting of the minds. After all, he reasoned. What in the worlds said that Lex Luthor could not learn from Victor von Doom? "At least," he thought, "I can learn from his mistakes."*
*Still, the meeting was about far more than a pooling of information. It even had more in mind than a pooling of resources. It was to call together all those who stood in their solidarity against those who stood in their way. Those damnable "heroes" who simply HAD to involve themselves in EVERYthing.*
*True, once the heroes were disposed of, the ILI would surely fall in on itself. True, Lex foresaw a great deal of in-fighting even BEFORE than inevitable day. Still, iff they could coordinate their efforts . . . even SLIGHTLY . . . well. He hadn't thought that far ahead. He was still debating with himself who he thought would accept his invitation. Then who would accept his proposals.*
Level benefits tend to be cumulative.
Level 1 Access: Granted to all recent criminals/villains who Lex knows has entered the Nexus. Allows them to enter the building. Meetings with Lex allow for greater access.
Level 2 Access: Access to a designated private quarters. Access to the armory, with permission of Lex or any other higher ups. Also frequently offered to people Lex doesn’t trust in order to keep an eye on them.
Level 3 Access: Private Quarters. Greater access to armory weapons. Offered to most mercenaries of moderate skill.
Level 4 Access: In addition to all previous levels, at level four access, the II member is granted standing access to II labs and the motorpool.
Level 5 Access: The II member may contract outside help for II payroll on a temporary basis. These employees will be rejected if their employment is against II directives. (Meaning no hiring of Darkhawk, Superman, other known archenemies of anyone with Level 7 or 8 access) Temporary employees function at Level 1 Access.
Level 6 Access: Security force. Able to access private quarters of any II Employee Level 5 and down. Able to temporarily increase or decrease security levels by one.
Level 7 Access: Able to dictate II directives. Able to increase/decrease security clearance permanently, except as overruled by Lex. Able to access any private quarters, except Lex’s.
Level 8 Access: The Boss.

*Scowling, Lex picks up his files, placinmg them in his briefcase* No one placed me in charge. However, it IS my boardroom. I assumed we could at least acknowedge that fact. If we were meeting on your properety, I would naturally defer to you.
Still, a seat at a table is hardly important enough to fight about. *"For now, at least."* Welcome. *He forces a smile and offers his hand to Hunter and Raven in turn* Surely the others will be here soon enough.
