Believe me when I say that you are absolutely right, and I agree with you. MRI's, and CAT scans also take a lot of electricity which is another thing they need to pay for. I feel it is unjust that one could take the hypocratic oath and then turn a patient aside. I would support everyone receiving battlefield medic training though.
Maybe bind doctors by the Geneva Convention, and put them on the government payroll...
I think basic training would be a good idea...unless you couldn't handle the sight of blood. I think if people handle it, they should learn basic first aid. A lot of hospital/medical visits could be avoided and money could be saved if people learned a few tricks about treatment.
I agree a bit with you about the oath. You really shouldn't turn them away. Instead, try and find different ways of compensation. Maybe work out a payment plan so that people could pay it a little at a time. Maybe have those who can't pay work for the hospital as janitors or something so that they can pay off their fees.
However, some people you can turn away. I've seen and heard my share of people going into the doctors and asking for permanent disability because they broke their pinky finger (no joke) or because they had a runny nose for a day. In California, there are many people (of all colors) who are lazy bums and try to leech as much as possible.
