I don't find normal "Hero's" hero material. The bad guys always make for some wicked hero's. Well, they would if they were allowed to be hero's and not the villains they are made out to be.

Nay shadow, He was a Hero! He broke apart a few gangs, rid them of their money, and made a few key members of different movies rise and fall. Like all Action Hero's, The Joker did some illegal things allong the way. His however, worse more-so than the others.

I'm sorry, but a man who murders that many people -- and attempts to murder that many people, is somewhat contradictory to the definition of hero:
"a man of distinguished courage or ability, admired for his brave deeds and noble qualities." Dictionary.com.
as compared to a villain:
"a cruelly malicious person who is involved in or devoted to wickedness or crime; scoundrel." Dictionary.com.

I agree with Bacchus, This is "best live action hero" If you want to nominate the Joker in something... than do it in "Better/Best Villain". And in my opinion... the joker was better in the comics.

But the definition will contradict the word "Unsung Hero", no? That is whatt the Joker Did, While he used evil to justify his end, he eventually did eliminate a few crime bosses, villans, corupted people, etc. He is technically a hero, just not an acclaimed hero.

And the word hero, even though it has a real definition, can be defined anyway by a person. Example: One person may say that Charles Manson is their hero while another person says that Bill gates is their hero. It can be defined many ways by an individual.
I only used the example I did because it was the first that came to mind and I do hope that everyone knows who Charles Manson is. If not, then I feel a LOT older than I actually am.

Unfortunately, it is a silent rule that a former villain has to have a turn around in order to be considered a hero by the populace. And besides, even Joker considers himself evil . . . and he's crazy. so no Heath Ledger as the Joker. I'm surprised no one's truly brought up Ulric von Liechtenstein, but maybe that's just me.
