Oh my, I do dig the bad-boy attitude. The FEAR and natural abilities are also very intriguing!

My big crit is on how he makes friends. If he is generally pushy and rude towards people, how would he react to people who genuinely wanted to get to know him? On the subject of girls, how would he react if he ever came to feel something for a girl beyond his normal "want to toy with them" feelings? I think that would be something interesting to see. >D

Also, what kind of hobbies does he indulge in? What kind of skills does he have?

Can't wait to see what you do with him! I'll definitely check back~

He'd likely get annoyed if they were too pushy at getting to know him and try to ignore them.
Or he'd kinda just go with it if he feels like they can be of some use. Mostly depends on the other person, and his mood. XD

I've already mapped out that second part. He's a pretty in-the-moment kind of guy, so he'd just go with it, though part of him would be wary of being used or heading down a dangerous-to-self path.
He'd tease her, but the all-in-good-fun kind of way, let her tease him back (As long as it didn't push one of his few buttons), little touches and playing with her hair if she didn't react adversely to it, sharing seemingly insignificant things with her (Like letting her meet/feed Badb), maybe going so far as to get her something she likes, and if he REALLY liked her, he'd put efforts into giving her what she longs for.

He's very limited to what he can do because of his vision and he's not the athletic or overly outdoorsy type, so for the most part he just plays the cello. He's not a bad singer, either, but neither leaves his room and no one enters there besides him, so it's not a public thing.

Personality: I do wonder if he doesn't care because he doesn't trust people? I mean from the whole not having eyes. Most bad boy personalities tend to be just a facade I feel His does some to be that way. Since he tries to be polite but you say he is an all around jerk.
I do get the second half personality of being studious but also being a slacker. This part I think complements the whole "jerk" part of his personality as you called it. He cares about books more than people.

Natural Ability: Very nice but can his natural ability create things/people or is it actually finding things/people?

He doesn't trust people because to him even those who are supposed to be closest to him tried to maim him, so why should he trust anyone else? He wouldn't even allow his guardian or any of the other club members at his back.
He's the kind of person who will play nice for a bit if he feels like in order to toss in a remark that would upset the other person even more so that they will leave him alone. He'd rather not have to worry about people around him all the time and having to keep track of where they are and what they are doing.

His natural ability is more just an intuition. Like... he gets a feeling that someone wants something. The stronger the want or the more he's around them, the more sure he becomes of what the desire is.

Ah I get it he is oddly enough like Eriko except Eriko is more on the sneaky side. With him rarely showing his true colors

I would have commented on the fear but I saw nothing and had no questions. It was explained well as well as being balanced.

There were some instances were the gnomes were a bit too helpful. Upon hearing about Rosciel's condition, the gnomes began to quietly pool their money together.

Chances were the incubus wasn't too thrilled to find a jar waiting for him in his dorm with two (not quite) mis-matched eyes floating in some sort of mysterious liquid along with a note mentioning that these were for him. The letters were made in many different exciting colors, which honestly would have made Rosciel wish he was blind if he could see them.
