And as for the Alliance? I was looking for friendship within the Shinobi Villages. Alliances aren't always about protection, they create a bond between Vilages and fellow Shinobi.

I want to make it known that anyone that goes to the Cloud Village is to be excuted, I do not want to provoke him. In the state that we are in there cannot be a chance that he'll and some Genin will attack. Am I to be understood?
