What you are referring to in conjunction with the water manipulation technique I'm assuming are the Hyouton and Futton (Boil Release) bloodlines respectively. Now, why water manipulation is able to step into these territories without overstepping its bounds into interferring with this bloodline is because water manipulation alone does not allow a shinobi to create unlimited amounts of ice/steam in rapid succession. Yes, there are suiton jutsu such as Suijouki no Jutsu (Steam Technique) that do implore the use of boil release-type abilities, however this is literally the only one. Not only that, but there is literally only one boil release jutsu in existence so far by cannon, Futton: Komu no Jutsu (Boil Release: Skilled Mist Technique. Not only that, but there is not one Ice technique in the whole suiton ninjutsu list. Expanding on water manipulation would not create a similar bloodline because the ability to change water's states is very limited with water manipulation. The ability is there to be used mostly for creating your own water source, or having the capability to draw water from the air for ninjutsu. If you created an ice block with water manipulation, and attempted to turn it to steam, it would take far too long for that to be useful in combat. The only reason water manipulation could be used as an example as you have done, is because it is the only element that has three different states. You can't exactly blame us for nature, and honestly if someone created more Boil Releases and submitted it as a new bloodline, or even new Hyouton jutsu, it would greater help us to narrow down the capabilities of water manipulation

Now as for your proposed Dovakiin Bloodline. This would be highly overpowered. After all, you stated yourself that their voices become so powerful that "they'd rip normal humans to shreds." That's definitely something too powerful to exist in our little Narutoverse, and not something most anyone can defend against. Secondly, implying that it is a clan does not mean it would also be implied that someone can learn the ability fairly easily. It would mean that the techniques are guarded by that clan house, and in most cases also means the reason that clan is so adept to learn the ability is because either they have an affinity towards a certain chakra element (Uchiha), the techniques can only be performed based on genetic mutation within the clan which also alters chakra (Senju), or because the entire clan focuses on a specific area of shinobi expertise (Uzumaki clan's expertise in Fuuinjutsu).

Based on those three things, I would gather that if for some reason this were to be accepted in any guild, it would be a clan and not a bloodline. So in the end, this could not become a clan within our guild. Now if you wanted to go over to NUR where for some reason there exists a Dragonic Clan and you wished to submit custom justsu for the clan with these abilities, by all means go ahead and attempt. Heck, based on some of the things that exist in that guild, I'd gather this wouldn't go over so badly, and may even still not be as overpowered as some of the Angels and other custom bloodlines/clans that exist. I'd suggest coming up with something here though that would relate more closely to the universe that was created. There isn't too much that is out of the realm of acceptance, you just have to remember to make it seem feasible here.

I'm with Luo, and everyone else, on there being no way a Dragonborn clan would fit into the guild. No, we're not putting down thinking outside of our Narutoverse, but we do need to keep things realistic within it. A clan/bloodline that gives you the ability to... Well, yell really loud and make stuff happen, doesn't exactly work. Plus, it would be uncreative and lame to just copy someone else's creation and use it elsewhere.

@Misa: If you're referring to your old clan that had the mind reading powers and stuff, I've been meaning to delete that. It's built completely around metagaming, is badly defined on all counts, and breaks half of the guild's rules. So... No, you can't "Just have it".

For future reference, even if someone has created a bloodline/clan, they still need to apply for it. Just because I can design an awesome sports car, does not mean I can drive it. The same applies to bloodlines. Putting aside the fact that we can't necessarily prove you created it, even creating the bloodline doesn't mean you would be good at RPing it.

Besides, as the creator, if you intend on using it, it shouldn't be too difficult to write up a nice sample with it, right?

In other news, Skyrim is pretty awesome. (Even if the dragons do occasionally choose suicide by giant rather than face the humiliation of death by old man nord and puny elf.)

Two minutes after I killed him, I thought "He'd have made a great companion.". And then I remembered I could have used console codes to do it. Ah well. He's one of the best characters I've met in the game so far though. Most of the rest just seem, well, egotistical. Very few don't make me want to murder them. (And so occasionally I have saved and gone on rampages. It can be awesome.)

Hey Hinote, Can my character just wonder to a different village for a little while until Kumogakure picks up? Because as it is, the only other person is Rin, and Idk if she's been on in a while.

Wanna play an Npc or something? Laxus needs some techniques, atleast all the Genin and E ranked Raiton before I start playing around with the missions. xD
